    Position Summary:

     

    The Radiation Safety Officer (RSO) will be responsible for ensuring overall radiological safety in all aspects of facility operations with radiation machines and radioactive materials. To that end, the RSO will ensure full compliance with the applicable State License, US Nuclear Regulatory Commission (NRC), and U.S. Department of Transportation (DOT) regulations. The RSO will also be responsible for ensuring the NUSANO operating conditions do not result in an exceedance of the conditions of our license or violate Local, State, or Federal regulatory requirements. These duties and responsibilities include but are not limited to: ensuring that all personnel radiation exposures are ALARA and are in compliance with the requirements of Title R313. The RSO will also supervise employees & consultants who carry out work in relation to radiation safety, training and regulatory compliance.

    Responsibilities

    What You'll Do:

    • Oversees all facets of the daily operations of the company with radioactive materials and radiation machines, ensuring compliance with the company, state, and federal laws, policies, and regulations which includes working effectively with various staff groups including LINAC operators, target handling, radiochemistry, quality control, packaging & shipping/receiving and radioactive waste management.
    • Interprets new and existing regulations, advises management on technical and regulatory issues regarding the strategic direction of the radiation safety program and applies strategic measures as appropriate, especially for ALARA related matters.
    • Manages & develops programs of critical importance to compliance and radiation safety; supervises radiation safety trained staff in the development and implementation of new programs and procedures, as well as the coordination and administration of existing operations within the radiation safety program.
    • Prepares reports and other trainings of scientific or technical nature, including publishing and maintaining the Company Radiation Safety Manual and SOP's as appropriate. Perform annual audits of the Radiation Safety Program as required by Title R313.
    • Responds to radiation safety emergencies and prepares and submits required reports.
    • Reviews and approves requests for Work Authorizations and Radiation Work Permits.
    • Manages the radiation safety training program to ensure that only authorized, qualified individuals work with radiation.
    • Manages the personnel dosimetry program to limit radiation exposure to radiation users and ensure compliance with company policies and regulatory exposure limits. Compiles quarterly and annual reports of occupational exposures to radiation while maintaining the HIPAA restrictions regarding employee identification security. Investigate and report on any instances where radiation exposure exceeded company administrative dose limits and regulatory dose limits as required by Title R313.
    • Supervise radiation safety personnel, which includes work allocation, training, reviews and promotions, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
    • May propose and create new programs in the area of radiation safety including research of regulations, process development, development of SOPs and implementation.
    • Participates in the development and management of annual operating budgets for the department; prioritizes and tracks department expenditures.
    • Develops or assists with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the company.
    • Represents the organization at various community and/or business meetings, committees, and task forces; promotes existing and new programs and/or policies.
    • Performs miscellaneous job-related duties as assigned by the Chief Operating Officer.
    • Manages a team of contract licensing experts to obtain necessary radiological permits and supporting documentation.
    • Provide input into facility design to optimize operational efficiency.
    • Procure radiological monitoring equipment

    Qualifications

    Minimum Requirements:

     

    The RSO is to achieve the Company’s objectives in relation to ensuring radiological safety and compliance with Utah Department of Environmental Quality (DEQ), US Nuclear Regulatory Commission (NRC) and Department of Transportation (DOT) regulations under the governing conditions of the Radioactive Materials license.

     

    The successful candidate will have a solid working knowledge of the following:

    • USNRC and Utah DEQ [Rule 12 R313], or experience maintaining compliance under similar
    • Agreement State regulations for Environmental Quality, Waste Management, & RadiationControl)
    • Transportation (USDOT) (49 CFR) relating to the characterization, packaging, and shipment of radioactive isotopes and various forms of radioactive waste (including high activity irradiated materials)
    • Writing of technical documents (SOPs, Regulatory License applications, manufacturing reports)
    • Radiological engineering practices and design, as well as production
    • QA document control practices

    Knowledge, Skills and Educational Requirements:

    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
    • Ability to develop and maintain recordkeeping systems and procedures.
    • Skill in the use of personal computers and related software applications.
    • Knowledge of current and developing issues, trends and advances in the development of radiation safety trends, and state of the art measurement techniques.
    • Skill in organizing resources and establishing priorities.
    • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
    • Ability to develop, plan, and implement short- and long-range goals.
    • Knowledge of federal, state, and local radiation safety regulations, protocols, and/or procedures.
    • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
    • Ability to foster a cooperative work environment.
    • Employee development and performance management skills.
    • Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.
    • Bachelor's (minimum) or graduate degree in physical science or engineering or biological sciences, with a minimum of 20 college credits in physical science; at least 10 years of professional experience in health physics including at least 5 years in applied health physics.

    Physical Requirements:

    • Must be comfortable working in a facility that produces radiation.
    • Work to be conducted in both an office environment and the production facility.
    • Must be able to sit for long periods of time.
    • Frequent use of computer with repetitive use of keyboard, mouse and manual dexterity.
