    Summary: 

    The Director of the Higher Education Opportunity Program (HEOP) has full responsibility for the leadership, management, and supervision of HEOP at Keuka College. The responsibilities include the recruitment of eligible students, fostering high retention and graduation rates for students enrolled in the program, and promoting personal success and life-long learning. As a member of the Student Development division and a direct report to the Vice President for Student Development, the director has primary responsibility for supervising HEOP staff, ensuring that the HEOP program and activities are in alignment with the College’s mission, vision, and values, and the program operates within approved budget and grant guidelines.  


    Essential Responsibilities:

    • Leadership for the College’s HEOP, including management of the New York State Education Department (NYSED) contract and all related HEOP activities: 

                 · Campus management of HEOP.

                 · Preparation and management of the budget and amendments.

                 · Planning, development, implementation, and evaluation of program and services.

                 · Hiring and supervision of staff.

                 · Coordination of internal and external partnerships (e.g., College departments, high schools, community-based

                   organizations, community colleges).

                 · HEOP student recruitment, admissions, and financial aid processes including student eligibility. 

                 · Accurate and complete data collection and reporting.

                 · Public relations with governmental agencies and community members.

    • Serve as a strong liaison between the College’s HEOP program and the NYSED by developing effective relationships, open communication, and submitting all required materials on time.
    • Develop and implement an HEOP strategic plan, aligned with the College’s strategic plan, that fosters success among participating HEOP students at all class levels.
    • Establish and maintain records of all participating students’ academic, social, cultural, wellness, and financial needs, performance, and accomplishments to enhance student success and program effectiveness.
    • Partner with faculty to provide curricular opportunities for participating students tailored to their academic needs and academic potential.
    • Support students not making satisfactory academic progress in conjunction with Academic Affairs.
    • Collaborate with Student Life, Health and Counseling, and Career Development and other campus offices to provide essential services and programming to promote academic success and opportunities for learning outside the classroom and personal success.
    • Build pride and community within HEOP and demonstrate HEOP students’ positive impact on campus.
    • Serve on College committees to advocate for HEOP students’ needs in institutional decision-making and to share expertise with the College community.
    • Attend training sessions and other meetings as required for effectiveness in the directorship.
    • A campus house may be provided to the Director if they participate in the Administrator on Call rotation.


    Requirements

     Minimum Qualifications:


    Required:

    • Master’s degree in Higher Education Administration, Social Work, Counseling, Educational Administration, or a related field from an accredited institution.
    • Three years of progressive responsibility in the areas of student development, academic success, program planning, and/or administration services.
    • Supervisory experience, with preference for supervision of professional and full-time staff.
    • Understanding of the needs and success of students from educationally and/or financially disadvantaged and/or underserved backgrounds.
    • Demonstrated experience with diversity, equity, and inclusion efforts.
    • Strong personnel and project management skills.
    • Excellent interpersonal, verbal, and written communication skills across diverse audiences.


    Preferred:

    • Prior experience with educational opportunity programs.
    • Prior professional experience in a higher education setting.
    • Experience with Slate, Colleague, MS Teams, Office Suite, and other relevant technology.
    • Experience developing, organizing, and administering budgets.
    • Evidence of assessment practice and data-informed decision-making.
    • Understanding of FERPA privacy policies, Title IX/NY129 reporting requirements, and youth protection regulations.
    • Ability to foster an environment of exemplary professionalism and commitment among staff to build strong working relationships with students and College departments.
    • Terminal degree in Higher Education Administration, Social Work, Counseling, Educational Administration, or a related field from an accredited institution.


    Physical Requirements:

    • Some evening and weekend hours, as well as limited travel, is required.  
    • Occasional lifting up to 25 lbs. 
    • Valid U.S. driver’s license (or the ability to obtain one within 90 days of employment).
