The Technical College System of Georgia (TCSG) is seeking highly qualified applicants for their full-time Manager of Foreign Labor Certification Program position in the Office of Workforce Development. Position location is somewhat flexible. The duty station must be either the TCSG Systems Office in Atlanta or attached to a TCSG office associated with an Agricultural Designated Significant Office in one of the following areas: Americus, Vidalia, Valdosta, Moultrie, Dublin, Tifton, Douglas, Bainbridge, Waycross.
RESPONSIBILITIES
The Foreign Labor Certification Program Manager oversees and manages the foreign labor certification process to ensure compliance with regulatory requirements and efficient processing of applications. The program manager is responsible for providing guidance and support to Office of Workforce Development (OWD) FLC staff (Specialists and Housing Inspectors), maintaining accurate and effective FLC policies and procedures, maintaining accurate records, coordinating with various stakeholders including employers, developing FLC related policies, and staying updated on changes in immigration policies and procedures. This position requires statewide travel.
Additional responsibilities may include, but are not limited to, the following:
1. Leadership and Team Management: Leading and managing a team of professionals involved in the foreign labor certification process, including housing inspectors, and administrative staff. This responsibility includes tasks such as:
· Provide guidance, support, and training to team members to ensure high performance, adherence to procedures, and professional development.
· Complete FLC staff performance evaluations.
2. Compliance and Process Oversight: Overseeing the entire foreign labor certification process, ensuring compliance with federal, state, and local regulations, as well as agency guidelines and program requirements. This responsibility includes tasks such as:
· Develop and implement standardized procedures, workflows, and quality control measures to optimize efficiency and accuracy in processing applications.
· Support the FLC staff, interpreting federal and state legislation and program requirements; assist in the development of policy in compliance with legislation and grant requirements.
· Shadow housing inspectors while conducting housing inspections.
3. FLC Application Review and Adjudication: Reviewing and evaluating applications for foreign labor certification to ensure completeness, accuracy, and compliance with regulatory requirements. Making determinations on labor certification eligibility based on established criteria and prevailing wage standards.
4. Understanding Regulations: Having a comprehensive understanding of FLC regulations, policies, the FLAG system and any other federal and/or State regulations as it relates to the FLC process.
5. Policy Interpretation: Having the ability to interpret government policies and guidelines related to foreign labor certification process and the FLAG system in order to assist co-workers, members of other WorkSource GA teams, employers, job seekers and other stakeholders.
6. Policy Compliance and development: Stay updated with federal, state, and local housing regulations and ensure adherence to these standards as it related to Foreign Labor Certification and housing requirements. Assist in the development of policy in compliance with legislation and grant requirements.
7. Employer Liaison: Acting as a liaison between employers and government agencies, by guiding employers through the process of obtaining labor certifications and visas for foreign employees. This responsibility includes tasks such as:
· Provide guidance and advice to employers regarding eligibility criteria, application processes, and potential challenges.
· Notify employer of any deficiencies found in clearance orders.
· Notify employer of any deficiencies found during housing inspections.
· Offer the employer suggestion on how to resolve application deficiencies.
· Complete follow up calls with employer to verify number of workers hired, etc.
8. Recordkeeping and Reporting: Maintaining accurate records, documentation, and case files related to the foreign labor certification process. This responsibility include tasks such as:
· Provide supporting documentation to USDOL for determination of H2A/B applications.
· Submit all the necessary FLC application process documentation to USDOL and the employer (i.e., uploading documents to FLAG)
· Maintain documentation of complaints regarding housing inspections.
· Maintain and schedule housing inspections.
9. Communication and Collaboration: Collaborate with internal WorkSource GA teams, government agencies, legal representatives, and external stakeholders to facilitate the smooth processing of labor certification applications.
10. All Other Duties as assigned.
Note: This position will require travel throughout the Agricultural Designated Significant Office areas to provide support and oversight to staff. Additionally, travel to leadership meetings at the TCSG office will be required quarterly and associated travel for professional development, or as pertinent to grant objectives (federal trainings, etc.) will be required.
MINIMUM QUALIFICATIONS
A Baccalaureate degree from an accredited college or university *or* five (5) years of relevant work experience.
