Carrier Operations Manager

  • The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

    The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

    SUMMARY

    This position leads the Carrier Operations team, which is the main conduit between the Operations Department and Carrier Partners. Carrier Operations routinely works with Carrier Partners to ensure consistent, effective collaboration to meet the needs of our mutual customers. We partner with Carriers on a large swath of activities, including but not limited to: implementation of guidance and technical changes, Provider Directory Management, Plan Management (Healthplanfinder plan display, plan loading, Carrier Partner Testing, etc.), Carrier compliance and accountability, and key enrollment and payment functions.


    DUTIES AND RESPONSIBILITIES

    Program Oversight and Leadership

    • Provide direct oversight and leadership to the Carrier Operations Team. Directly supervise a team of five: three Senior Program Specialists, a Program Coordinator, and a Carrier Integration Business Systems Analyst. Assign workload, project assignments and team resources as needed.

    • Set strategic direction, goals, and metrics for the team.

    • Model commitment to Equity, Diversity and Inclusion and foster a team environment that operates in alignment with WAHBE values of integrity, respect, equity, and transparency. Apply a DEI lens to all areas of work, including leading the team, engaging with colleagues, and interfacing with external partners, including but not limited to insurance carriers, the Office of the Insurance Commissioner, and the Health Care Authority

    Establish and maintain a collaborative working relationship with Carrier Partners. Good rapport with Carrier Partners is critical to operational success and this position has primary responsibility for maintaining strong working relationships with them to ensure consistent, effective collaboration to meet the needs of our mutual customers

    • Maintain a safe and healthy work environment by establishing and applying organization standards and fostering collaborative teamwork. Work closely with and advise the Associate Director (AD) for Operations, Eligibility, and Enrollment; the Operations Management Team; and Executive Leadership and provide information and recommendations to assist with their decisions concerning enrollment and other related topics. Also partner closely with other carrier-facing entities within WAHBE such as the Policy Director and the AD, Communications, the Enrollment Manager, Compliance Manager, Lead Product Owner, and other leaders as needed to ensure carriers are adhering to necessary guidance and to drive improvements in the customer enrollment journey.

    • Elevate critical issues in a timely manner.


    Manage Program Integrity

    • Oversee and monitor Plan Management operations as related to participating qualified health and dental carriers, including performing data collection and validation to support the plan data loading process, maintaining an accurate account for each carrier, and coordinating with Exchange IT for data translation between data templates to ensure accuracy.

    • Provide testing and production support by validating premium calculations, tax credit calculations, and ensuring plan benefits and network providers are displayed and represented accurately to customers.

    • Oversee operations related to the provider directory, including maintaining strong working relationship with vendor partner. Manage the vendor performance. Facilitate issue resolution between carrier partners, providers, and the vendor partner to drive increasingly accurate provider directory display.

    • Manage the relationship with participating carriers ensuring communication channels are maintained, responding to questions, and resolving any issues.

    • Proactively identify, implement, and manage process improvements and solutions to drive improvements for our customers and business partners within assigned areas.

    • Assure internal and carrier readiness for annual Open Enrollment

    • Apply principles and tools of managing projects to serve as lead in deliver of complex projects and initiatives.


    Manage Technology Connections between Carriers and WAHBE

    • Assist with the EDI integration points between systems and carriers. Provide general system and data analytics and design recommendations. Support review and troubleshoot EDI errors.

    • Manage integration of carriers onto new platforms, including communication of interface configurations, project specifications, and coordination of system launch.

    • Oversee coordination of carrier testing to support system releases and operations.

    • Coordinate with IT, business users, and vendors to develop and implement new system functionality, including developing business requirements, creating Requests for Change, and reviewing System Design Documents to ensure accuracy of design implementation.

    • Other duties as assigned.


    QUALIFICATIONS

    Required:

    • Bachelor’s degree in business or health services administration or a related field. Note: Qualifying years of experience may substitute year for year of education.

    • Five years of progressively increasing responsibility and experience in the health insurance industry, including plan management, policy and/or program management.

    • Two years of experience managing people and teams.

    • Broad knowledge and understanding of the health care industry, including the commercial insurance market, Medicaid, or other health delivery systems. Knowledge of health insurance benefits, Washington State’s insurance rating rules, and individual and/or small group health benefit procurement.

    • Motivated self-starter with initiative to take independent action and accept responsibility for your actions.

    • Demonstrated experience in problem-solving, making recommendations for key business decisions, and guiding or directing stakeholders or business partners to successfully perform their duties in a business relationship or marketplace.

    • Well organized, flexible, proactive, resourceful, and efficient with strong attention to detail. Ability to collaborate and work effectively within a complex organization with a large technology deployment and related vendors to drive operational excellence.

    • Must be a strategic thinker.

    • Strong interpersonal skills: ability to work with diverse client populations, vendors, carriers, as well as all levels of internal management and staff.

    • Ability to prioritize and manage multiple projects simultaneously and follow through on issues in a timely manner.

    • Strong verbal and written communication skills.

    • Must be a team player with a positive can-do attitude.

    • Must be able to facilitate discussions with core stakeholders including both small and large audiences; and

    • Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.

    • Demonstrated ability to earn the trust, respect, and confidence of co-workers, carriers and customers through consistent honesty, forthrightness, and responsibility, in all interactions.

    • Motivated self-starter with initiative to take independent action and accept responsibility for your actions.


    Desired:

    • Master’s degree in business administration or a health policy-related field.

    • Thorough knowledge and understanding of the health insurance components in the Affordable Care Act (ACA), especially health insurance exchanges.

    • Understanding of the federal rule-making process and interpretation of federal guidance

    • Three years of demonstrated experience working in a business-to-business relationship and problem-solving with multiple business partners, diverse stakeholder management, including facilitation of multiple stakeholders towards consensus or common understanding (if not agreement), preparing, and making presentations, and otherwise engaging key partners and stakeholders.

    SALARY INFORMATION

    The hiring salary range is between minimum of $106,113.00 and the midpoint of $115,340.00 depending on candidate experience, internal equity, and the market. Our compensation policy reserves the salary range above the midpoint for meeting and exceeding expectations and growth and development, up to the maximum of $138,408.00.

    WORKING CONDITIONS

    Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required. The preferred duty station is our Olympia, Washington headquarters. The nature of this role relies heavily on remote and in-person collaboration. While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

    SPECIAL REQUIREMENTS
