Water Conservation Outreach and Events Specialist

    Days and Hours:  Monday -Friday  7a-3:30p  (Additional Hours as needed for events may include evening and weekends)

    Develops, implements, and manages projects to enhance external communications, community and public relations, and public education related to area of assignment.  Plans and coordinates outreach events such as signature events, festivals, public education, and media events.  Develops and builds partnerships with non-profits, government organizations, and other stakeholders.

    Working Conditions
    Typical indoor office environment.  Occasional outdoor field work required, possibly in inclement weather.  Sitting for long periods of time, working on computer.  Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance.  Position requires visual acuity and depth perception, as well as ability to hear and identify sounds.  Periodic overnight travel required, depending on area of assignment.  Regularly required to work other than normal business hours.These are intended only as illustrations of the various types of work performed.  The omission of specific duties does not exclude them from a position.

    Promotes programs and facilities related to area of assignment in accordance with the Department's marketing plan.   Writes articles for newsletters, websites, social media, or other publications.  Creates interpretive materials such as signage, brochures, and presentations.  Participates in public speaking engagements.  

    Builds successful partnerships and effective working relationships with government, private sector, and non-profit organization.

    Fosters collaborative relationships with local media outlets (print, online, and television) to promote activities, events, and announcements.  Responds to media inquiries and requests for comment and interviews.

    Represents area of assignment, Department, and Manatee County in a proactive, professional manner at all times.

    Plans and coordinates large-scale signature events and outreach events for area of assignment.  Creates marketing materials, develops event schedules, and coordinates with vendors.

    Identifies and participates in community outreach opportunities such as fairs, festivals, local markets, and organizations.

    Plans and coordinates educational programs for the general public regarding area of assignment, stakeholder partnerships, and general objectives of the Department.

    Leads educational programs including public educational classes, volunteer orientation classes, outreach workshops, and related community events.  Presents information in an interpretive, hands-on manner designed to engage participants in a fun and inclusive atmosphere while communicating accurate information.

    Supports the Department's evaluation and customer feedback initiatives.  Assists with special surveys and data collection opportunities.

    Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise.  Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County

    Additional Duties
    Performs other related work (including weather or other extreme emergency duties) as required.Bachelor's degree in public relations, marketing, communications, or related field.  (A comparable combination of work experience and training may be substituted for education requirements.)

    3 or more years of work experience in public relations, marketing, or event planning.

    Valid driver license required with valid Florida driver license required within 30 days of hire.

    Knowledge/Abilities/Skills
    Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines.  Accurate, detail-oriented, and organized.  Able to analyze and resolve difficult situations and problems.

    Good knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities.

    Good knowledge and understanding of computer systems and software applications required to perform job duties.

    Good verbal and written communication skills and interpersonal skills in order to interact professionally and effectively with government, private, and non-profit sector officials at all levels; the general public, and other stakeholders.  Able to influence others through explanation of facts, policies, and practices.

    Capable of working independently with general supervision.In addition to the duties and responsibilities outlined above, certain positions will have additional duties as indicated below.

    Administers the Manatee County Utilities Department Water Conservation Program and Toilet Rebate Program. Provides customer education on the programs at community events and presentations to community groups, homeowners associations, and the general public. Provides education to school-aged children, explaining water conservation principals, ideas, and tools.  Maintains the Water Conservation pages on the Manatee County website and Water Conservation Facebook page. Ensures that information regarding Southwest Florida Water Management District (SWFWMD) water restrictions is always current.  Prepares monthly and annual reports for the Water Conservation program.  Assists customer with Toilet Program requirements and qualifications.  Processes applications and rebate payments. Ensures all SWFWMD requirements are met.  Responds to customer calls, emails, and other inquiries regarding water conservation, rebate programs, and watering restrictions.  Provides some fiscal and administrative support to the Water Compliance Section.
