  • GENERAL PURPOSE

    Performs a variety of supervisory duties under direction from Public Services Manager, to lead, oversee, and participate in the more complex and difficult work associated with tree care. Develop, promote, and administer a comprehensive city forestry program to maintain the City's Forest resources effectively and efficiently. Coordinate, supervise, train, and assist in the planting, irrigation, pruning, spraying, and removal of trees in the city.

    Provides close to general technical and functional supervision to assigned staff, volunteers, and contractors.

    Interview, select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficien­cies.

    Always conduct daily business in a professional manner, in situations that may become confrontational, stressful, or uncomfortable.

    Works directly with Parks Department on tree issues concerning sidewalk, curb, and gutter conflicts, and in Parks and other City properties.

    Coordinate the City's long-range forest planning program; assist in the development of the City's Tree Master Plan and Forest Program.

    Participate in parks grounds development including parkways and related open spaces.

    Establish and coordinate a program for the periodic inspection and trimming of trees and maintenance of streetscapes.


    Provide technical information to various public agencies and City departments, businesses, and citizens regarding proper arboricultural practices.

    Inspect trees as needed to determine the presence of diseases, insect infestations, or other damage; take action to care for/treat trees.

    Review landscape designs for new commercial and residential development to ensure consistency with City ordinances.

    Perform tree appraisals; develop and maintain an inventory of City trees.

    Foster active working relationships with the Utah Community Forest Council, the International Society of Arboriculture, and other foresters in the State.

    Apply for and procure State and Federal grants to supplement the City's Forest purchasing, planting, and improvement program.

    Ensure the City's status as a Tree City, USA by the National Arbor Day Foundation.

    Ability to perform physical aspects of the position independently, including but not limited to; climbing ladders, operating a bucket truck, operating a backhoe, planting trees, installing irrigation systems, pruning, applying pesticide, tree removal, etc.

    Respond to hazardous and emergency situations involving tree trimming and removal to ensure roadway clearance and safety.


    Monitor the Urban Forestry program budget and annually develop the urban forestry budget.

    Monitor the City Code to maintain compliance with the State Code and developments in the field of Forestry.

    Serve as the City's representative at public meetings with various citizen groups and the media on issues related to urban forestry.

    Communicate and coordinate tree related issues with Code Enforcement.

    Perform related duties and responsibilities as assigned.


    MINIMUM QUALIFICATIONS


    1. Education and Experience:

    1. Bachelor's degree in horticulture, forestry, arboriculture, or a related field, plus (2) years of experience in a comprehensive forestry program, of which at least one (1) year must have been in a progressively responsible supervisory capacity.

    1. Knowledge, Skills, and Abilities:


    Considerable knowledge of Methods of tree protection and preservation at construction sites and special events. Operations, services, and activities of a forestry installation and maintenance program. Operational characteristics of mechanical equipment involved in tree care and removal. Materials, methods, practices, and equipment used in forestry maintenance work. Characteristics, growth habits, and care of trees, plants, and shrubs indigenous to the area. Procedures and techniques of tree trimming and removal. Methods of disease identification and control in trees, plants, and shrubs. City policies, procedures and codes related to forestry maintenance. Occupational hazards and standard safety requirements. Pertinent Federal, State, and local laws, codes, and regulations. Principles and procedures of record keeping and reporting. Principles of budget preparation and control. Safe driving principles and practices. Turf grass and turf grass pest management


    Skill to operate a wide variety of equipment and tools used in tree care and Park maintenance in a safe and effective manner. Operate a motor vehicle safely, including providing assistance to the Public Works Department for snow removal. Organize and participate in special activities related to Arbor Day, tree planting and related functions; oversees the work of volunteers participating in tree planting programs. Instruct skilled and unskilled personnel in safety procedures related to urban forestry and park maintenance including the safe use of a wide variety of hand and power tools such as chain saws, stump grinders, sprayers, woodchippers, saws and compressors. Enforce safety regulations and train personnel in the practices and procedures. Respond to emergency tree situations and calls regarding possible violations of ordinances; coordinate activity with other responders to provide effective response; direct the work of staff and utilization of resources to mitigate issues and ensure the safety of the community. Perform heavy manual labor for extended periods of time in all types of weather.Operate modern office equipment including computer equipment and software, including Word, Excel, Outlook, and PowerPoint. Provide operator maintenance of tools and equipment associated with urban forestry and park maintenance.


    Ability to Prepare and distribute notices to the general public regarding upcoming tree activity and professionally respond to questions arising from such work. Supervise, organize, and review the work of subordinates, volunteers, and contractors. Understand and execute a variety of complex oral and written instructions in an independent manner. Work off-hours, weekend shifts, during storms or emergency situations and potentially hazardous conditions. Work off-hours including nights, weekends, and holidays to assist with Public Services on-call related duties. Work unconventional hours and be subject to 24‑hour call as required for the City's snow removal program or emergency operations. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Interpret, explain, and ensure compliance with City forestry maintenance policies and procedures. Select and maintain machinery and equipment used in the area of urban forestry and park maintenance. Assist in budget preparation and monitoring of the City Forestry budget. Prepare and maintain records and prepare reports. Read, interpret, and apply a wide variety of technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Identify forestry maintenance needs and take corrective actions. Correctly interpret and apply the policies, procedures, laws, and regulations pertaining to forestry and tree programs and functions. Develop plans related to urban forestry, park design and maintenance activity. Accurately determine project material needs. Professionally address requests, complaints, and inquiries from the general public. Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with fellow employees and those contacted in the course of work.


    1. Special Qualifications:


    Must possess a valid Utah driver's license.

    Possession of, or ability to obtain within 12 months, Arborist certification by the International Society of Arboriculture.

    Possession of, or ability to obtain within 12 months, a current non-commercial Pesticide Applicator certification.

    Possession of, or ability to obtain within 12 months, bucket lift truck operator certificate.

    Possession of, or ability to obtain within 12 months, Hazard Tree Evaluation and Appraisal certificate.


    1. Work Environment:

    Tasks require a variety of physical activities generally involving muscular strain. Physical demands may occur in activities related to walking, standing, stooping, sitting, reaching, running, jumping, etc. Talking, hearing and seeing required in the daily performance of job duties. Occasional exposure to environmental hazards resulting from working in a recreational environment, indoor and outdoor. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving.
