Fraud Prevention Associate researches and analyzes potential customer fraud cases to identify and prevent future fraud. Reviews and responds to suspected fraudulent service requests and identifies fraudulent transactions using various research methods. Being a Fraud Prevention Associate follows standard procedures to document a loss and prepares a summary and reconciliation. Communicates the status and resolution of the incident to the customer and/or bank. Additionally, Fraud Prevention Associate identifies areas that need increased security procedures or software to protect customer accounts. Requires a high school diploma or equivalent. Typically reports to a supervisor. The Fraud Prevention Associate works under moderate supervision. Gaining or has attained full proficiency in a specific area of discipline.     Position Summary

    This position will oversee the prevention & education programs including HIV testing, Needle Exchange, outreach, the Men’s Health Network, PrEP Coordination and community and youth education primarily in Marion and Lane Counties, though some programs extend over additional counties. In this role they will be responsible for quality assurance and improvement, staff training, and general program oversight. The Prevention Manager must possess a high level of awareness regarding Oregon’s at-risk groups which include Gay/Bi men and men who have sex with men (MSM), people who inject drugs (PWID), partners of people living with HIV (PLWHA) and the trans community. The Manager is a member of the Program Managers team and will work closely with other team members in reaching out to and engaging the community of gay men and MSM, PWID and partners of PLWHA and recruiting PLWHA community educators. This position represents the agency in a variety of community settings including meetings and events. The Manager supervises volunteers and staff, and ensures that they have the tools, training and resources needed to effectively carry out their work. This position is involved in the development of strategic prevention and education initiatives and participates in planning, development, implementation and monitoring of such initiatives.


    Essential Functions and Responsibilities

    General Duties

    Advocate for needed services and future direction of these services

    Provide direct supervision of program staff and role model excellent work ethic and professionalism

    Stay current on HIV prevention (interventions, stats, etc)

    Help foster community involvement, support and effective collaboration

    Participate in agency collaboration, creative processes and lead committees

    Present to community and partner agencies on HIV and programs

    Participate on all required agency teams and committees

    Provide prevention services as needed, including evening and weekend services.

    Model and encourage community collaborations in all programs & acts as liaison to community groups and coalitions

    Solicit client feedback on a regular basis and use that feedback in ongoing program development and evaluation

    Attend workshops and trainings that are relevant to job responsibilities and which will encourage professional development

     

    Prevention Manager Duties

    Oversee all aspects of HIV Prevention programs

    Assists in the development of new projects that increase wellness of at-risk communities

    Coordinate outreach and testing events such as Awareness Day Testing and World AIDS Day Testing

    Collaborate with grant writer to develop and submit grants, and grant/contract reports as requested

    Manage data concerning services and use that data in ongoing program development and evaluation

    Ensure that testing procedures are followed by all staff and volunteers

    Support training and mentoring of HIV educators and HIV speakers

    Work with program managers to recruit and screen HIV speakers

    Work with other managers and directors to create and institute policies and procedures for prevention programs

    Conduct community outreach to gay men and other men who have sex with men

    Seek out opportunities for partnership and networking with organizations or groups serving or targeting gay/bi men.

    Increase engagement of gay men in agency volunteer program, and in other roles at the agency

    Provide HIV prevention education to communities at risk for HIV/HCV

    Coordinate with the Client Services Manager to ensure that people living with HIV and their partners have access to prevention information and testing

    Coordinate events targeting gay men such as focus groups and awareness events

    Seek out opportunities for partnership and networking with organizations or groups serving or targeting PWID

    Facilitate outreach and access to testing & other agency services to PWID

     

    Staff Supervision and Support

    Provide supervision, training and support for program employees and volunteers

    Provide de-escalation support for clients in crisis and support staff in productively working with clients in crisis

    Collaborate with other staff and volunteer to recruit high-risk populations into Counseling, Testing and Referral Services

    Seek staff input and ensure good communication between staff and leadership

    Facilitate department meetings as needed

    Support department lead positions in their roles

    Ensure consistent communication with employee

    Ensure adequate supervision of volunteers during outreach events

     

    Equity and Quality

    Support and champion the development and implementation of program equity goals

    Ensure that staff can track data necessary to monitor progress toward equity goals and to identify disparities

    Identify training and provide equity focused and culturally responsive supervision to staff

    Support collection of client feedback on a regular basis and using that feedback to make program improvements

    Ensure that staff concerns related to equity are addressed

    Ensure that policies and procedures and consistently applied

    Provide staff with opportunities to share input related to program equity goals

     

    Required Qualifications

    At least three years of experience in delivery of care or services to target populations

    At least three years of coordination, management or leadership experience

    One year of experience with training and presentation, ability to effectively present to community and partner agencies

    Experience working with the LGBTQ community

    Experience in nonprofit and or public health work

    A Multicultural sensitivity and awareness and support of harm reduction philosophy and client-centered approach

    Commitment to diversity and inclusiveness in all aspects of job performance

    Knowledge of the unique issues affecting high-risk communities and willingness to learn about culturally relevant interventions for gay and bisexual men, people who inject drugs and people living with HIV/AIDS.

    Ability to build and maintain bridges between HIV Alliance and its clients, other non-profit agencies

    Team player who is self-motivated and enthusiastic

    Willingness to work a flexible schedule, including many evenings and some weekends.

    Ability to collaborate with agency teams, board of directors, and community members.

    TB test (provided by agency)

    Ability to pass agency criminal background check

    Valid Oregon driver’s license, driving record sufficient to be covered by agency auto insurance policy, ability to transport self to job-related events and locations

    Ability to drive long distances in large vehicles, ability to sit and stand for extended periods of time

    Experience in staff supervision, hiring, and coaching

     

    Physical Demands

    While performing the duties of this job, the employee is required

    ·         Repetitive use of hands such as grasping, twisting/turning of wrists, and finger dexterity necessary to perform various clerical duties, such as typing and writing.

    ·         Frequent use of arms such as pushing and pulling to open and close drawers and cabinets

    ·         Ability to sit or stand for extended periods of time at an assigned station

    ·         Ability to bend, stand, and reach to be able to transport clients and to occasionally lift and carry up to 25 pounds (harm reduction kits, naloxone kits, testing and education materials)

    ·         Continuous clarity of vision at 20 inches or less for processing of paperwork
