Position Summary: This position would be primarily responsible for overseeing the management of public funds KABOOM! receives. These duties would include, but not be limited to; submitting financial and progress reports to the appropriate public agencies associated with these funds, monitoring KABOOM!’s compliance with the applicable laws, rules and regulations which govern the use of these funds, conducting any research regarding questions of eligible use of these funds, and ensuring that the management of these funds conforms to KABOOM!’s internal controls and audit practices as well as those of the public entity which acts as the source of that funding.
Duties and Responsibilities:
- Prepare and track all the reporting requirements KABOOM! will file as a result of its receipt of any public grant or other form of government sponsored assistance
- Ability to interpret government guidelines in the use, reporting, monitoring of public funds and conduct research
- Monitor and advise program staff and leadership on any changes to a public funder’s rules, regulations, and/or statutory requirements
- Ensure budgets are developed in accordance with public funding requirements
- Ensures that KABOOM!’s use of public funds is in compliance with any applicable rule, regulation, and/or statutory requirement
- Ensure financial and progress reports are submitted accurately and timely to meet deadlines
- Provides guidance to the Development and Policy and Advocacy teams on which opportunities KABOOM! may consider pursuing
- Assists with the design and implementation of any internal controls to ensure public funding streams are easily accounted for and spent in a manner consistent with their intent
- Provides support to the other members of the Finance team in drafting any materials for internal or external use
- Prepares any budget modification requests which may be needed
- Works with public funding agency staff to resolve any issues which may arise over the life of a grant or other form of public funding
- Ensures there is a protocol in place to maintain records for whatever period of time is prescribed by the funder and in compliance with KABOOM!’s internal accounting practices
Education and Experience Required:
- Bachelor’s degree in Accounting, Business Administration, Public Administration or another related field
- 3-years’ experience working in a grants management or public contracting roll at a government agency or non-profit organization
- Knowledge with SAM.gov, Grant.Gov, Federal Indirect Rate (IDR) and Federal Unique ID
- Experience in creating and analyzing budgets; using Microsoft office and spreadsheet required
- Familiar with donor (EPA, HHS, DOE, etc.) rule and regulations and related database management portals
- Familiar with state and federal procurement regulations and policies
- Experience with Serenic/Navision, Salesforce database a plus
- Ability to work in a team orientated environment; across teams and staff levels and working in a deadline driven environment
- Excellent oral, written and communication skills
Additional Requirements:
While this person would not be a part of the Policy and Advocacy team, having an awareness and understanding of the political process and government programs will be extremely useful. While the position will not be part of the agenda setting or advocacy team, they will interface with members of this team consistently.
