    We are recruiting for a Civil Engineer to join our dynamic, energetic and innovative Technical Services Group (TSG) within Public Works’ Water Resources Division. The successful candidate will assist TSG with providing increased level of service for the Water Resources’ capital programs and development review efforts. Current stormwater capital project efforts primarily include stormwater projects pertaining to water quality, localized flooding, and legacy capital facilities retrofits or replacements. Current development review efforts include stormwater plan review for commercial, industrial, and residential subdivision applications. Some development review efforts may include application reviews for the connection to the County’s water and sewer utility systems.

    Essential functions may include, but are not limited to, the following: 
    • Manages the design progression of water resources capital facilities from alternatives analysis through final design and construction phases. 
    • Prepares or oversees development of construction and maintenance plans. 
    • Oversees or prepares civil engineering design plans, reports, specifications, drainage and environmental assessments, cost estimates, and other related engineering documents necessary for project delivery. Affixes engineering seal if design is performed in-house.
    • Conducts development plan and report review to ensure compliance with Thurston County’s Drainage Design and Erosion Control Manual (DDECM) and Thurston County’s Water and Sewer Utility Development Standards. 
    • Reviews projects that include detailed calculations and computer models for hydrology and hydraulics, grading plans, utility plans, and Environmental Impact Statements or other documents. Approves plan changes.
    • Serves as a project manager for assigned capital projects. Assists in planning, scheduling, and implementing work, ensuring that projects meet required guidelines and regulations, and serves as the first point of contact to resolve engineering problems, conflicts, and questions.
    • Provides oversight and serves as technical support for other engineering support staff. Instructs the support staff regarding construction and any project modifications, and resolves conflicts with contractors, as necessary.
    • Performs complex site inspections for properties under development to verify design and check the surrounding area for impacts. Inspects completed developments ensuring the accuracy of the construction and verifying as-built drawings.

    • Bachelor's degree in Civil Engineering or closely related field.
    • Four (4) years of progressively responsible experience in civil engineering.
    • Possession of Professional Engineer (PE) License recognized by the State of Washington within six (6) months of hire date. (Note: no substitution will be allowed for the PE Certification requirement). 
    • Washington State Driver's License.
    • Ability to use computers and related software for construction, design, and other civil engineering work.
    • Experience with stormwater engineering design principles, including water quality treatment, storage, and conveyance. 
    • Experience with Department of Ecology’s Stormwater Design Requirements for Western Washington is a plus. 
    • Knowledge of the application and interpretation of federal, state, and local rules, regulations, codes and ordinances as they relate to area of assignment.
    • Ability to communicate complex ideas or project issues in a clear, comprehensive, effective, and professional manner, both orally and in writing.
    • Thorough knowledge of civil engineering practices and techniques, including knowledge of design methods.
