Background
The client’s Technology Services Division (TSD) in partnership with the Multimodal Planning and Data Division (MPDD), is currently conducting a large scale Information Technology project which requires the services of an expert-level GIS Analyst.
Current Situation
The client,Technology Services Division (TSD) Enterprise Technology Project Management Office (ETPMO) currently requires the services of one Expert-Level, GIS Analyst for the remainder of the 2023-2025 biennium and possibly into the 2025-2027 biennium for the performance of GIS analysis services for the Highway Performance Monitoring System – Linear Referencing System (HPMS-LRS) Modernization project. The position will serve as a Lead GIS Analyst and coordinate closely with the TSD ETPMO Manager and MPDD’s GIS and Roadway Data Office Manager.
Although the immediate need for TSD and MPDD is for one (1) Expert-level GIS Analyst for the WSDOT HPMSLRS Modernization project, there may be an ongoing need for additional GIS analysis or implementation work as required, over the remainder of the 2023-2025 biennium and potentially into the 2025-2027 biennium.
All Information Technology GIS Analyst Consultant Candidates Must Have
- Expert level of experience, (minimum of 8 years), as an Information Technology GIS Analyst, working with internal customers and agency staff in the planning, design, development, testing, and implementation of enterprise scale GIS datasets and applications.
- University level or equivalent education and training in GIS, surveying, engineering, or similar discipline.
- Expert level of experience, (minimum of 8 years), that includes process mapping, workflow modeling, conceptual and logical data modeling, business rules modeling, use case modeling, scope management, and requirements elicitation and management for GIS data and applications.
- Technical background/experience (minimum 8 years), that includes configuring highly customized mapbased interfaces and other products, writing programs using GIS development tools and languages,, data base administration, or data modeling, in activities such as the design, development, testing, and implementation of a wide variety of GIS applications and systems.
- Technical background/experience (minimum 5 years) with implementing projects centered around ESRI based Geographic Information Systems (GIS) technologies for managing linear referencing systems (LRS) and other transportation, roadway or civil engineering data.
- Demonstrated understanding of requirements elicitation and interview techniques with a wide range of audiences including from front line workers to executive staff.
- Demonstrated understanding of requirements management techniques such as traceability matrices.
- Expert level of experience in Microsoft Office applications including Visio.
- Excellent verbal and written communication skills.
- Prior experience using requirments management softare such as SPARX Enterprise Architect or Jama.
- It is preferred that the Information Technology GIS Analyst candidates will have:
- A bachelor’s degree or higher in geographic information systems or related field of study.
- Experience in implementing Cloud-hosted GIS mapping and analysis Software as a Service (SaaS) implementations utilizing Google, Amazon, or Microsoft cloud hosting technologies.
- Advanced knowledge, (minimum of 3 years), and demonstrated experience in the creation and maintenance of International Institute of Business Analysis (IIBA), Business Analysis Body of Knowledge (BABOK) framework deliverables.
- Experience in the creation of business requirements for Request for Information (RFI) and Request for Proposal (RFP) solicitations.
Scope of Work
This Position Will Serve As An Expert GIS Analyst Assigned To The HPMS-LRS Modernization Project Using Expert, Specialized Knowledge, Experience, And Expertise In GIS Analysis To
- Meet with departmental staff to identify and analyze user requirements for GIS-based LRS data and applications.
- Elicit and document business requirements using techniques such as:
- Process mapping
- Workflow modeling
- Conceptual and logical data modeling
- Business rules modeling
- Use case modeling
- Scope management
- Requirements management
- Create highly customized map-centered interfaces and other products, such as complex queries to filter data and simple scripts
- Create and configure web services, data processing procedures, and quality control routines
- Create customized tools and menus for new and existing data compilation, maintenance, quality assurance, quality control, and reporting solutions
- Identify and design system interface requirements for LRS and other roadway data needed by other agency data systems
- Write programs using development tools and programming languages
- This position will be ultimately responsible for delivering the appropriate functional and technical design documentation for the project to allow all project work to be completed.
Scope of Work Specific Duties
The following scope of work defines the activities, deliverables, and prerequisites associated with the delivery of the project throughout all potential periods of performance.
Specific Duties Include (but Are Not Limited To)
- Elicit, analyze, and document business and GIS requirements and business rules from business stakeholders and business subject matter experts:
- Facilitate meetings with internal customers and agency staff in the planning, design, development, testing, and implementation of enterprise scale GIS data and applications.
- Facilitate meetings with business management and staff, elicit and analyze business needs from business customers and Subject Matter Experts, and translate those needs into business approved product scope (not project scope) and product requirements (not project requirements).
- Facilitate meetings with business management and staff, elicit and document current and proposed business process and business rules/logic.
- Elicit and create IT Pre-Project Scoping Statements (PPSS) for consumption by TSD management in their resource planning activities.
- Identify and apply the applicable Federal and State laws and regulations, WaTech Policies, Standards & Guidelines, and ETPMO Standards & Practices in product scoping efforts with customers.
- Utilize national guidance prepared for state transportation agencies regarding data model configuration, data maintenance procedures, enterprise systems integrations, and reporting needs in LRS and other roadway data product scoping efforts. Elicit, analyze, and create business process and needs documentation at a level of detail defined by the project manager and the project’s software development or acquisition methodology:
- Analyze business processes, business rules, and workflows and document using requirements management software such as Sparx Enterprise Architect or Jama to produce business process maps, as-is and to-be business workflow diagrams, IT capability assessments, business rules, business glossaries for consumption by IT Project teams.
- Analyze business processes and create system context diagrams, use case diagrams, system use cases, domain models, and other required IT specification documentation.
- Correlate business and project requirements with sprint tasks in the project DevOps site(s) and actively contribute to bi-weekly live demonstrations showcasing delivered functionality, ensuring compliance with Section 701 requirements.
- Monitor and control product scope (not project scope) and product requirements (not project requirements) for assigned IT project:
- Trace requirements to stakeholder needs, and stakeholder needs to business objectives.
- Prioritize requirements with the business.
- Document Baseline requirements for the business.
- Facilitate Business approval of product requirements.
- Facilitate IT project team approval for product requirements.
- Track delivery of product requirements.
Deliverables
Responsibilities
Working with the TSD ETPMO Manager, Subject Matter Experts and Project Teams, the Contractor will be responsible for the creation, maintenance, and submission of such deliverables as:
- Creation and maintenance of System Use Cases
- Creation and maintenance of Logical Data Models
- Creation and maintenance of Business Layer Software Functions
- Creation and maintenance of Business Rules
- Creation and maintenance of the Business Requirements Document (BRD)
- Creation and maintenance of Stakeholder Requirements
- Creation and maintenance of As-Is/To-Be Workflow Analyses
- Creation and maintenance of Requirement Traceability Matrices (RTM)
- Creation and maintenance of project meeting agendas, minutes, and action items
- Creation and maintenance of weekly, monthly, and quarterly project status reports
- Creation and execution of any required Request for Information (RFI) under TSD ETPMO supervision
- Creation and execution of any required Request for Proposal (RFP) under TSD ETPMO supervision
- Other project related documentation as required by the ETPMO Manager, Project Management team, and Project Director.
- Creation and maintenance of spatial and tabular data maintenance workflow processes and documentation for those processes.
- Creation and maintenance of business rules for creating and maintaining LRS features including divided and undivided roadways, intersections, and interchanges and their related characteristics.
- Creation and maintenance of spatial queries to extract information from databases based on location -based criteria.
- Creation and maintenance of documentation of data transformations and transfers required for data interfaces or web services consumption to / from other systems or sources.
