Job Overview:
The Palmyra Area School District is seeking an Assistant to the Superintendent for Student Services. This position accomplishes most of its tasks through highly complex procedures exercising a good deal of judgement. The Assistant to the Superintendent will provide leadership in coordination with the Superintendent in all district management areas, with a priority on leading and directing the areas of student supports, health services, counseling/mental health, and supporting the growth of direct and indirect reports through supervision, management, and coaching. This position will supervise and provide direction to the Director of Special Education, School Social Workers, School Psychologists, Guidance Counselors, School Nurses (and Health Room Nurses), and Central Registration/Transportation function for the District. In addition, this position will serve as the District liaison for personnel provided by IU13 (classrooms and specialists) and serve as the LEA for all out of District student placements by attending IEP meetings and other school-related meetings on behalf of the District.
Responsibilities:
- Provide overarching leadership in coordination with the District’s student support services and programs.
- Participate as a member of the District’s Leadership and Cabinet teams.
- Interprets policy for staff and parents.
- Establish effective liaison with the various offices and agencies within the community that offer specialized or professional help to students and their parents.
- Ensure high quality student support and interventions through collaborative planning, data analysis, professional development, and coaching.
- Ensure compliance with all Pennsylvania Department of Education requirements related to student support services, including, but not limited to: special education, gifted, Chapter 339, Act 55, child welfare and attendance, homeschool, and health services.
- Plan, implement, and monitor budgets and spending in all areas of student support services.
- In partnership with the Director of Business Affairs, collaborate on the development of budgetary procedures and monitor the implementation of procedures to ensure that District funds are expended in the most responsible, effective, and ethical manner possible related to student support services.
- Assist with the development and administration of the special education budget.
- Analyze data and implement strategies to predict future needs in the areas of child welfare and attendance, crisis planning, trauma informed practices, and professional development for staff in all these areas.
- Collaborate with administration and professional staff to remove barriers to student growth and achievement for all student groups.
- Assist with the preparation of staffing analysis and financial reports as needed.
- Attend all School Board meetings, district-related meetings, and events as requested by the Superintendent.
- Establish effective relationships with all stakeholders including students, staff, parents, and the community.
- Provide periodic reports to the Superintendent, the Board, the Leadership Team, the Cabinet Team, and the general public on the development and progress of the District’s student support services.
- Act as a liaison and representative for the District among educational leaders at the IU, and at the state, regional, and national levels.
- Develop and monitor the various programs and reports within the student services department (Chapter 14 – Special Education; Chapter 15 – Americans with Disabilities Act; and Chapter 16 – Gifted Education.)
- Coordinate and facilitate the interaction of student support services staff among themselves, as well as with the regular education staff.
- Participate in state and national educational organizations to the degree that such participation will improve the student support services of the District.
- Maintain regular visibility at District and building events.
- Perform other duties as assigned by the Superintendent.
Qualifications:
- Master’s degree; Administrative Principal PK-12 (1115) or Letter of Eligibility Superintendent PK-12 (1150) or Supervisory Supervisor Pupil Personnel Serv PK-12 (2930) is required.
- A minimum of five (5) years as a successful experienced administrator.
- This position requires a minimum of five (5) years of experience working directly with special education. A special education certification or Supervisory I/II Supervisor Special Education PK-12 (9215) is preferred.
- Must have knowledge of Chapters 12, 14, 15, and 16 regulations.
- Ability to work in a team environment, be able to supervise others, meet deadlines and perform job responsibilities with minimal supervision, and work in an environment with frequent interruptions.
- Must be able to speak on demand to large groups of people with the ability to speak clearly and concisely both in oral and written communication.
- Must be able to transport between school building districts and cities.
- Must be able to apply knowledge of current research and theory in specific field.
- Must be able to establish and maintain effective working relationships with students, staff, and school community.
- Must perform duties with awareness of all District requirements and School Board of Education policies.
