Golf Superintendent - Assistant assists the Superintendent in the overall maintenance and care of the golf course, including turf/grass management, irrigation, and chemical applications (e.g., fertilizer, pesticides) to ensure quality playing conditions. Supervises personnel and participates in the maintenance of the golf course tees, greens, fairways, and cart paths. Being a Golf Superintendent - Assistant ensures adherence to golf course maintenance budget and capital plans. May serve in the Superintendent's capacity during absence. Additionally, Golf Superintendent - Assistant may require an associate degree. Typically reports to a golf course superintendent. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.   • Primary Purpose:

    Direct and manage district Curriculum Department, supervise and meet regularly with principals to ensure campus operations run effectively, supervise the Special Education Department, Career and Technical Education and the Alternative Education Program.  Prepare and/or oversee grant proposals for the district.  Assist administrators to develop, implement, monitor, and evaluate grant-funded programs.  Direct the district in federal/state programs.  Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate federal/state programs. Oversee the state testing program.

    Qualifications:

    Education/Certification:

    Master’s degree

    Texas Superintendent Certification

     

    Special Knowledge/Skills:

    Demonstrated knowledge of school and district organization, operations, policies, and objectives

    Knowledge of curriculum and instruction, both in theory and in practical application

    Knowledge of the State accountability system and standardized testing

    Knowledge of school employment law and hearing procedures

    Ability to interpret policy, procedures, and data

    Ability to manage budget and personnel

    Ability to coordinate district functions

    Strong communication, public relations, and interpersonal skills

     

    Experience:

    Five years experience in school administration

    Three years classroom teaching experience

    Two years campus principal experience

    Major Responsibilities and Duties:

    Instructional Management

    1. Be informed about all aspects of the instructional programs and ensure that there is a continuous focus on improving student academic performance.
    2. Work with the staff to plan curriculum.
    3. Ensure that curriculum plans are in place and are being implemented at the campus level.

    School/Organization Management and Improvement

    1. Respond to emergency calls as needed.
    2. Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.
    3. Ensure that programs are cost effective and funds are managed prudently in all areas.
    4. Assist with the development, evaluation, and revision of the district improvement plan annually with the assistance of the District Leadership Team.
    5. Ensure that the campus improvement plans are developed, evaluated, and revised annually.
    6. Promote and support the achievement of campus performance objectives, including academic excellence indicators.
    7. Monitor all areas of district accountability, including changes in state and federal accountability measures, on an ongoing basis.
    8. Be informed of developments in state, federal, and local laws and changes in public policy affecting education.
    9. As needed, accurately prepare and submit any reports required by the Texas Education Agency and any other federal and state agencies.

    Purchasing

    1. Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
    2. Oversee purchase of materials and equipment for the district by competitive bids, competitive sealed proposals, requests for proposals, government catalog contract purchases, informal quotations, and negotiations following established district criteria and state purchasing rules, including, but not limited to, the copy machine contract.
    3. Oversee preparation of all bidding documents, including notice and instructions to bidders, specifications, and form of proposal.
    4. Receive and evaluate formal bids and make recommendations for the award of contracts to the business manager for school board approval.
    5. Obtain and study comparative prices and quotations. Make purchasing decisions based on information obtained.
    6. Monitor development of vendor and bidder lists and approve additions.
    7. Approve appropriate purchase orders and monitor all appropriate purchase requisitions to determine correctness of information, calculations, coding, etc.
    8. Administer contracts and handle adjustments with suppliers, including replacement of material not conforming to specifications, cancellation of orders, and ensuring receipt of proper credit.
    9. Work cooperatively with district personnel to determine purchasing specifications, sources, availability, pricing, shipping, and receiving.
    10. Compile, maintain, and file all physical and computerized reports, records, and other documents required, including audible accounting records.

    Personnel Management

    1. Promote a positive work environment that fosters high staff morale and excellence in the district.
    2. Support professional development activities.
    3. Assist with the evaluation of the performance of campus principals in assigned areas; meet regularly with principals to collaboratively develop professional improvement plans.
    4. Assist with overseeing and assisting the campus principals, as applicable, as well as directors of Curriculum, Special Education, Career and Technical Education, State Programs & Certification, Federal Programs & Accountability, Alternative Education and PEIMS Coordinator.

    Student Management

    1. Work with staff and community to plan and implement support services for students.
    2. Ensure campuses adhere to compulsory attendance laws and acceptable practices.

    School/Community Relations

    1. Promote community support and involvement with the schools.
    2. Ensure completion of annual needs assessment surveys.
    3. Assist schools in securing services and resources.
    4. Conduct district hearings regarding student appeals; serve as the district hearing officer in student
            related matters.
    5. Conduct conferences with parents, students and teachers concerning school and student issues.

    Campus Operations

    1. Supervise operations and provide oversight to campuses.
    2. Ensure campuses comply with school board policies and law.
    3. Work cooperatively with principals and staff to define personnel needs regarding campus
              Compile and report projections of staff and faculty needs.
    4. Ensure that departmental operations contribute to the attainment of district goals and objectives.
    5. Monitor operations management processes to ensure that program outcomes provide for effective
            student learning. Use these findings for corrective action or for recognition of success.

    Professional Growth and Development

    1. Pursue professional development through reading, attending conferences, and involvement with                   

      related agencies or organizations.

    Grant Preparation

    1. Write grant applications, cover correspondence, and other materials according to required format;
      grants include, but are not limited to:  Title I, Part A (ESSA); Title II, Part A (TPTR); Title IV; State 
                  Compensatory Education.
    2. Prioritize tasks and meet all deadlines for preparation and submission of grant applications and
      grant-related reports.
    3. Obtain information, data, and application forms necessary to fulfill grant requirements.
    4. Review the Federal Register, Texas Register, professional journals, and other publications for the
      announcement of grants and other funding sources and disseminate to administrative staff.
    5. Oversee the district parent liaison and parent involvement activities to ensure compliance with Title
      I, Part A, parent involvement guidelines, as needed.
    6. Review guidelines for eligibility requirements, disseminate information, and explain grant
      restrictions, regulations, priorities, and deadlines to administrators and staff.
    7. Assist with the evaluation and monitoring of grant-funded programs.
    8. Assist staff in maintaining data and writing periodic reports to comply with grant requirements.

    Policy, Reports, and Law

    1. Assist with monitoring grant-funded programs and their expenditures to ensure compliance with
      regulations and guidelines.
    2. Work with business department to ensure all items are properly budgeted, allowed or planned for, and
      expenditure reports are filed in a timely manner.
    3. Implement and comply with policies established by federal and state law, State Board of Education
      rule, and local board policy.

    Other

    Supervisory Responsibilities:

    Supervise and evaluate the performance of curriculum directors, state programs director, federal programs and accountability director, special education director, career and technical education director, and campus principals, as applicable.  Coordinate with all administrators who oversee grants and/or campus principals on campuses where grants are implemented.  Supervise parent liaison activities, as needed.
