Government Affairs Director implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Director performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Director creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Government Affairs Director typically requires 3+ years of managerial experience.     Job Summary:
    The Government Affairs and Construction Project Planning Manager is responsible for analyzing raw land acquisitions and managing entitlements and construction project planning. This position requires a thorough understanding of government regulations and laws related to construction and land use. This role involves working closely with government agencies, stakeholders, and project teams to ensure compliance with all applicable laws and regulations.


    Job Responsibilities:
    Including but not limited to

    • Research and monitor government regulations and policies that may impact construction projects.

    • Analyzes property potential for development of new properties.

    • Research codes and existing approvals.

    • Develop strategies for obtaining necessary permits and approvals for construction projects.

    • Coordinates with consultants and regulatory agencies to secure zoning, platting, and other required entitlements such as survey, environmental, geotechnical, percolation, asbestos, and lead paint.

    • Coordinates with attorneys to secure legal protection such as conditions to close, easement agreements, and development agreements required to minimize development risk.

    • Build relationships with government officials and agencies to facilitate project approvals and permits.

    • Interviews city staff and meets with commissioners.

    • Collaborate with project teams to develop project plans and timelines.

    • Conduct environmental impact assessments and conduct public consultations as needed.

    • Prepares applications of all site-wide approvals and responds to comments to land use, zoning, site plan, variances, plat, and ERPs & Environmental issues such as wetlands, preserves, endangered, threatened species surveys, create, abandon easements, and ROWs.

    • Manage communication with government agencies, stakeholders, and project teams to ensure smooth project implementation.

    • Manages consultants and regulatory agencies during construction plan preparation process.

    • Provide guidance and support to project teams on compliance with government regulations and requirements.

    • Track and report on government affairs activities and project progress to senior management.

    • Oversees project manager during project bidding, contractor selection, and contract negotiation and awarding process.

    • Negotiates or assists on covenants, assessment agreements, developer agreements, developer orders, unity of title, overall commitments, and responsibilities.

    • Manages CDDs such as strategy, resolving issues, tracking financial commitments, and analyzing potential resolutions for litigations.

    • Provides miscellaneous consultations to construction, purchasing, and permitting on approvals issues, commitments, process, strategy, and legacy issues.

    Requirements:

    • Bachelor's degree in urban planning, Construction Management, Public Policy, Real Estate Development or related field required.

    • 3 years of experience in government affairs, public policy or construction project planning.

    • Knowledge of government regulations and laws related to construction and land use.

    • Strong negotiating, analytical and problem-solving skills required.

    • Must display high attention to detail.

    • Understanding of projections, budgets, real estate research and construction scheduling.

    • Ability to read, analyze, and interpret due diligence reports, construction plans, legal documents, financial documents and government regulations.

    • Ability to write reports, and business correspondence.

    • Strong interpersonal, verbal and written communication skills.

    • Understanding of and ability to negotiate contracts and complex legal, zoning and development documents.

    • Ability to speak effectively with consultants and/or associates.

    • Proficiency with, Microsoft Project, Word, PowerPoint, Outlook and Excel required.

    • Ability to deal with city, county, and other public officials in a professional manner utilizing excellent interpersonal and customer service skills.

    • Strong leadership and project management skills.

    • Ability to achieve significant results and to solve problems.

    • Valid state driver’s license required.
