Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.     STATEMENT OF DUTIES


    General Statement Of Duties:


    Manages state and federal grant programs and/or financial projects within the State Court Administrator’s Office (SCAO). The Grants Specialist will serve as the main point of contact for all aspects of the SCAO’s state and federal grant programs.


    Distinguishing Factors:


    The Grants Specialist position is distinguished from other classifications due to its focus on performing the financial, compliance, and reporting duties associated with the Department’s state and federal grant.


    ADDITIONAL COMMENTS

    This position will serve as the primary contact for the funds received from the American Rescue Plan Act. This is a temporary position terminating on December 31, 2024.


    ESSENTIAL FUNCTIONS


    Manages statewide and/or multi-jurisdictional grant programs and projects. This includes posting solicitations; communicating grant awards; initiating and monitoring contract development; approving and processing reimbursement requests; ensuring grantee compliance with state and federal laws, regulations, and reporting requirements; and instituting and monitoring corrective action plans as necessary.

    Obtaining, receiving, and disbursing funds for programs or projects and ensuring compliance with applicable grant provisions, regulations, and statutes.

    Coordinates compliance monitoring and reporting requirements with other state agencies including the Governor’s Office, the Office of the State Controller, and the Office of the State Auditor.

    Determines policies, goals, and strategies based on analyses and evaluation of financial data or other projections.

    Reviews, evaluates, develops, and implements financial- and performance-related policies, procedures, and practices.

    Drafts directives, administrative recommendations, and policies and procedures, and prepares reports, schedules, and forms based upon research and evaluation of issues and problems.

    Designs and delivers training for internal and external staff and stakeholders as required.

    Attends meetings and training as required.

    Performs other duties as assigned.


    MINIMUM QUALIFICATIONS


    Minimum Education:


    Graduation from an accredited college or university with a bachelor's degree in finance, accounting, business, judicial or public administration or related field; and four years of financial analysis experience in grant management, budgeting, fiscal analysis, auditing, or other related area. Additional work experience in these or other related fields may be substituted on year for year basis for the required formal education.

    The noise level in the work environment is usually quiet. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
