Typically requires a bachelor's degree in area of specialty. Typically reports to a supervisor. To be a Health and Safety Administrator typically requires 0-2 years of related experience.     Responsible for overseeing the industrial hygiene monitoring programs where BHE Compression Services assets are located where applicable.


    Observes employee activities and workplace conditions. Encourages and reports safe and unsafe behaviors and conditions. Coordinates on-site safety reviews with operations. Approves written safety auditing communications, verifies findings and monitors results as submitted by the safety managers pursuant to the Occupational Safety and Health Administration (OSHA) record keeping provision per 29 CFR, Department of Transportation (DOT), Federal Motor Carriers Safety Administration (FMCSA), Department of Transportation - Pipeline Safety, for BHE Compression Services. Approves action plans and drives compliance changes including budgetary approvals for projects to comply with standards. Interprets and ensures proper application of administrative safety acts or laws for BHE Compression Services’ businesses and locations. Provides guidance to operations on classification of employee injuries and motor vehicle accidents. (20%)

    Maintains a higher level of skill and knowledge of regulations applicable to operating area including OSHA and MSHA compliance inspection guidelines. Maintains proficiency in NFPA and ANSI standards. Responsible for developing operational safety programs, protocols and performs internal safety reviews to ensure company compliance to interpretation and application of regulatory compliance issues. Develops and approves safety programs and recommends or approves application to ensure consistency and compliance to regulatory requirements across BHE Compression Services’ platforms. (20%)

    Approves safety equipment purchases for the business units as needed to ensure standardization, uniformity and regulatory compliance across BHE Compression Services businesses. (10%)

    Manages needs analysis for technical programs and training, requiring considerable exercise of independent judgment and complex analysis of processes, procedures, performance gaps and trends. (10%)

    Prepare and submit reports to management on environmental compliance issues and recommend changes. (5%)

    Maintain a working knowledge of current federal, state and local environmental laws and regulations which impact operations. Interpret these regulations and provide training to company personnel to ensure compliance with all above requirements. (10%)

    Work with fleet management, business development, and operations to provide proper support in regard to unit emissions / pedigrees, record keeping, compliance and support of. (10%)

    Oversee development of greenhouse gas inventories and leakage audits for all compressors. (5%)

    Critically review environmental scope, file permits, train and audit construction activities. (5%)

    Write and/or critically review environmental procedures. (5%)

    Oversees and develops operations training to include initial and refresher operations training and all qualifications programs. (10%)

    Directs and manages development and implementation of technical training, development and qualification programs. Assures consistent processes and procedures are in place and are the basis of training. Recommends consistent and/or improved technical procedures in order to assure that safety and consistent practices are incorporated in all training and evaluations. (5%)

    Ensures all training is completed on schedule and within budget and that all programs and training comply with company policies and standards, and with local, state and federal regulations; enforces safety rules and practices and ensures they are accurate, consistent and documented according to retention criteria. (5%)

    Direct the activities of the department staff toward efficient accomplishment of environmental compliance in operations, new projects permitting and construction and remediation.

    Lead in consultation with individual staff members in developing strategy and tactics for dealing with regulatory and state agencies on specific issues related to compliance.


    Bachelor's degree in engineering or related field and a bachelor's degree in safety, environmental, business or related field or the equivalent progressive related work experience. (Typically four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)

    Four years’ experience in compression services operations and/or safety compliance, including three years in leadership/supervisory role, with specific experience in compression services preferred.

    Two years industrial hygiene experience preferred.

    Experience in training program development, presentation skills, measurement tools, and facilitation is required. This may consist of time spent as subject matter expert (SME) trainer and/or on-the job training.

    Effective analytical, decision-making and problem-solving skills.

    Excellent written and oral (one-on-one and group) communication skills, including presentation skills.

    Extensive experience prioritizing and handling multiple tasks and projects concurrently.

    Knowledge of local, state, federal and company operating requirements and regulations.

    Computer skills including competency with spreadsheets, word processors, presentation tools, etc., or a demonstrated ability to learn such skills.
