Brief Summary of Job Duties:
Reporting to the Director, International Health, Safety, and Crisis Management (Director), the Associate Director (AD) will work with the Director to develop and execute crisis management response, and in coordination with the Director and organizational leadership, develop strategic goals and objectives, define associated metrics to measure results, and lead integrated work with UC campuses, including the creation of health and safety tools/resources for UCEAP. Contributes to the annual project plan, including metrics based on IHSCM priorities and objectives. The AD will play a significant role in the International Health, Safety, and Crisis Management (IHSCM) Unit, working independently as a subject matter expert and as the backup to the Director. Leads IHSCM development, implementation, and assessment of training for UCEAP and study centers abroad on health, safety, and risk management topics and unit-developed tools to facilitate required processes. Leads unit compliance efforts for risk management documentation such as Emergency Preparedness Checklist, Field Trip Safety Plan, and Welfare Check compliance.

30% Strategic Risk Management, Planning, and Analysis - Conducts complex threat analyses based on exposures and creates a list of risk mitigation strategies to ensure that any UCEAP program that UCIE approves operates within a reasonably safe environment. Responsible for assessing, planning, implementing, and managing risk management activities, such as completing required risk analysis documentation, implementation of risk control measures, and assessment of risk mitigation measures on an annual basis. Prepares operational and risk reports for organizational fiscal planning and objectives. Engages in a systematic risk management process; audits all programs that offer field trip/experiential learning/internship opportunities and generates, implements, and evaluates the Field Trip Safety Plan. Applies UCEAP policies and The Forum on Education Abroad guidelines for resolving highly complex issues and manages projects in accordance with UCEAP goals and priorities and as assigned by the Director. Analyzes and prepares reports on safety and security activities and recommends revised procedures. Assesses student preparation for education abroad and works with IHSCM analysts to ensure that pre-departure training and on-site orientations are designed to equip students to achieve success in their studies and life abroad. Leads development of IHSCM program/project strategic plans. Leads threat assessment process and develops and presents mitigation and incident response plans. Works with the Analyst in charge of insurance to create and implement an insurance framework that aligns with UCEAP's student body and worldwide programming.
40% Emergency Response and Crisis Management - Serves as backup to the Director in crisis response. Serves as a first responder team member to all emergencies or perceived emergencies abroad. Maintains availability for 24/7 crisis response when on rotation or in the absence of the Director. Assists in the management of individual and/or regional crisis situations as they arise. Stays abreast of emerging trends, world events, US DOS, and other countries' travel information (e.g., alerts and warnings) in areas where UCEAP has programming to analyze and evaluate the associated risks. Continually updates the UCEAP Emergency Preparedness Handbook by applying risk reports and incident data to assess the effectiveness of protocols. Prepares and delivers tabletop training exercises to staff abroad and UCEAP emergency responders. Leads unit effort to collaborate across units to integrate and track training, workshops, and tabletops for all UCEAP staff/faculty in California and abroad. Evaluates existing training programs and procedures and assists in developing safety and security training guidelines and modules for all staff consistent with UCEAP and industry standards.
20% Outreach, Presentations and Program Implementation - With the IHSCM Unit, creates tools that campuses and study centers around the world can use. Designs user training tools to help users and serves as a subject matter expert by training users. Provides expert advice on international health, safety, and security to University and UCEAP leadership, committees, faculty, staff, and students, as needed. Leads the unit's compliance with UC Retention Policy. Participates and presents in UC Global Risk Council, Pulse, and the U.S. State Department's Overseas Security Advisory Council (OSAC) Academia Sector Committee. Serves as the department liaison to IT/UCEAP Portal for geographical search and welfare check tools. Participates in UCEAP outreach events, including wellness initiatives and Student, Parent, and Support Network Predeparture Webinars.
10% Project Management and Other Duties - Completes special projects and other duties as assigned by the Director. Acts in the absence of the Director, as assigned. Participates in projects/tasks as part of IHSCM's effort to complete projects on schedule. Utilizes expertise in support of and to develop best practices within the field of international education (Forum on Education Abroad, OSAC, Pulse, etc.), such as impactful strategies to communicate, control, and manage risk.
