Health and Safety Administrator is responsible for identifying hazardous workplace conditions. Takes samples and measurements of hazardous materials, and coordinates the removal of physical, biological and chemical hazards. Being a Health and Safety Administrator trains employees on safety, company policies and procedures, and regulations pertaining to employee safety. Ensures compliance with all applicable federal and state health and safety regulations and ensures necessary records are maintained and prepared according to established guidelines. Additionally, Health and Safety Administrator participates in Occupational Safety and Health Administration (OSHA) inspections, providing inspectors with appropriate documents and identifying safety measures. Typically requires a bachelor's degree in area of specialty. Typically reports to a supervisor. To be a Health and Safety Administrator typically requires 0-2 years of related experience.     POSITION SUMMARY
    Plans, develops, and directs the programs, services, activities, and employees of the Agency.
     
    REPORTS TO: Governing Body
     
    QUALIFICATIONS
    • Is a licensed physician, a registered nurse, or holds a undergraduate degree; and
    • Has experience in health service administration, with at least 1 year of supervisory or administrative experience in home health care or related health care.
    • Excellent verbal and written communication skills and strong interpersonal skills.
    • Knowledge of the regulatory requirements at the state, federal, and local level.
    • Knowledge of business management
     
    ESSENTIAL FUNCTIONS
    1. Is responsible for all day-to-day operations of the Agency.
    2. Identifies and implements the organizational structure.
    3. Assigns a qualified, pre-designated person, authorized in writing by the Administrator and the governing body, to assume the same responsibilities and obligations as the Administrator in their absence. This pre-designated person may be the Director of Clinical Services as described in 42 CFR 484.105(c).
    4. Will be available, or ensure availability of pre-designated person, during all operating hours.
    5. Ensures that a Director of Clinical Services as described in 42 CFR 484.105(c) is available during all operating hours.
    6. Ensures that the Agency employs qualified personnel, including assuring the development of personnel qualifications and policies.
    7. Directs and coordinates the overall development and administration of the Agency consistent with the Agency mission and available resources, and with the involvement of the Agency staff and participation of the Professional Advisory Board.
    8. Provides leadership in the development of strategic long-range plans.
    9. Provides direction in formulating the programs and policies.
    10. Identifies the legislative, community, and third-party payer issues that impact Agency development plans.
    11. Assures compliance with federal/state regulations governing home health care services.
    12. Maintains ongoing liaison between the Governing Body, the Professional Advisory Board, and the Agency staff.
    13. Assures the accuracy of public information materials and promotional activities.
    14. Provides leadership in developing and maintaining data collection, recording, and reporting systems to ensure proper service, uniform accounting, data collection, and measurement of outcomes.
    15. Participates in establishing and maintaining public relations and marketing programs that increase the public’s understanding of home care, foster relationships with other members of the health care community, and contributes to Agency growth.
    16. Reports progress and makes recommendations to the Governing Body for future growth of all home health care services and products.
    17. Ensures development of relationships and contractual agreements with third-party payers, other vendors, and the business community. Assures compliance with contracts/agreements.
    18. Participates in the hiring, orientation, and development of management staff; development of systems that support recruitment, hiring and the ongoing professional development of Agency staff.
    19. Develops an annual operating budget with input from all divisions and departments. Submits budget to the Governing Body for approval.
    20. Implements an effective budgeting and accounting system.
    21. Prepares accurate, complete financial reports in  accordance with  Agency policies.  Manages financial resources according to budget and revenue projections.
    22. Serves on the Professional Advisory Board and Quality Improvement Committee.
