    POSITION SUMMARY:
    This position contributes to the fulfillment of Thayer County Health Services vision and mission by being responsible for clinical process transformation related to development, implementation, and evaluation of the electronic health record (EHR) and all medical record processes and systems.
    SUPERVISION: Reports to Chief Operations Officer SHIFT: Full-Time, Non-Exempt, Days
    JOB QUALIFICATIONS:
    • Bachelor’s degree in a healthcare related field or equivalent experience in healthcare/health information systems required.
    • RHIT or RHIA certification preferred (or willing to obtain within 5 years of employment).
    • Excellent communication both written and verbal required.
    • Expertise in customer service and personnel management required.
    • Critical thinking and prioritization skills required.
    PRINCIPAL RESPONSIBILITIES:
    • Manages, supervises and directs clinical informatics and health information staff.
    • Responsible for supervision of departmental operations including informatics, coding, medical record release and processing.
    • Sets expectations for staff productivity and accuracy utilizing national benchmarks and standards. Coordinates audit and education for staff.
    • Directs and supervises electronic health record improvement projects and plans.
    • Ensures that electronic health record safety guidelines are monitored and assessed on an annual basis, in accordance with applicable regulatory guidance.
    • Creates, implements and monitors adherence to programs, goals, objectives, policies, and procedures of the department and organization. Ensures the policies, procedures, and regulations are being followed by staff and executes corrective action as defined in the Corrective Action policy when needed.
    • Ensures that policy and procedures follow applicable laws and regulations, both state and federal.
    • Approves schedules and Time & Attendance for those reporting to position.
    • Participates in the development and maintenance of clinical applications, including interfaces, policies procedures, through collaboration with all clinical departments.
    • Coordinates system updates along with the information technology department which includes reviewing release notes and coordinates set up, implementing and training affected clinical departments, updating policies and procedures related to clinical informatics, and maintaining a flexible work schedule to assist with installations, repairs, upgrades and projects that must be performed during non-heavy duty periods.
    • Assess information needs of health care professionals to improve quality and patient care outcomes.
    • Maintain a thorough understanding and working knowledge of the core applications and their association with other information systems within the organization.
    • Participate in research related to the clinical information system and other practice issues as appropriate
    • Provide leadership in the development and revision of initiatives, programs, and systems related to data collection, retrieval, analysis, and interpretation which assist in optimizing patient outcomes, quality of care delivery, patient safety, effectiveness, and efficiency.
    • Ensures all staff are appropriately trained and educated in the use of the EHR software and systems.
    • Acts as a contact for EMR system vendors and for clinical departments.
    • Participates in off-site meetings to further knowledge in clinical systems and related objects.
    • Oversees super users in clinical information systems, teaching and motivating clinical staff in using the clinic/financial information systems to its fullest potential.
    • Ensures policy and procedure follow applicable laws and regulations (both state and federal) and participates in developing policies and procedures pertaining to the use of health information.
    • Participates in developing policies and procedures pertaining to use of health information systems
    • Complies, understands, and enforces state and regulatory requirements related to the performance of TCHS operations and requirements, including but not limited to HIPAA, departmental and organization-wide policies, Critical Access requirements, and Federal and State of Nebraska regulations.
    • Enhances personal growth and development through participation in educational programs, current literature, in-service meetings, and workshops.
    • Involved in a quality assurance program that provides optimal patient care and work collaboratively together with hospital nursing team members to ensure quality patient care in regards to core measures and meaningful use.
    • Serves on committees and attends meetings as assigned.
    • Responsible for maintenance of the EHR-related performance.
    • Performs other duties as assigned.
    PERFORMANCE STANDARDS:
    • Maintains and promotes good health practices.
    • Will conform to TCHS procedures and policies.
    • Will perform all duties as described by the job description within the scope of licensure.
    • Does not discuss patient matters such as medical treatment, diagnosis or history outside of the clinical setting in; keeping in compliance of HIPAA.
    • Understand and comply with the requirements of Thayer County Health Services’ Compliance Program, including, but not limited to, the Code of Conduct, the Compliance Manual, all supporting policies for compliance and compliance plans.
    • Participate in all education and training programs regarding compliance as required by organizational policy and as requested by supervisor.
    • Consistently support the Compliance Program through personal example; the provision of day-to-day instruction and correction to employees in regard to compliance-related issues; application of appropriate discipline as required for compliance violations; and ongoing monitoring of activities and work product in areas of responsibility with respect to compliance related issues.
    • Identify departmental and/or facility performance improvement opportunities and actively engage staff as appropriate to promote performance improvement initiatives. Establish, modify, and monitor department specific performance improvement opportunities. When appropriate, develop action plans and report to Performance Improvement Committee.
    • Demonstrates formal greetings with patients, visitor and TCHS staff.
    • Willingly accepts new responsibilities and cooperates with implementation of change.
    • Dresses in a neat, clean uniform for patient care; maintains high personal hygiene standards.
    • Demonstrates respect, integrity, compassion, and excellence through a “We Care” philosophy with all patients, visitors, and TCHS staff.
    WORKING CONDITIONS:
    • Indoor, smoke free, patient care environment.
    • Some travel may be required for educational opportunities.
    • Health care workers who prepare or administer hazardous drugs or who work in areas where these drugs are used may be exposed to these agents in the air or on work surfaces, contaminated clothing, medical equipment, patient excreta, and other surfaces. Studies have associated workplace exposures to hazardous drugs with health effects such as skin rashes and adverse reproductive outcomes (including infertility, spontaneous abortions, and congenital malformations) and possibly leukemia and other cancers. The health risk is influenced by the extent of the exposure and the potency and toxicity of the hazardous drug. Due to these risks, all pharmacy staff are required to be fitted annually for a filtered respirator.
