Health Information Services Director directs and oversees all policies and procedures related to healthcare information management. Responsible for ensuring accuracy and efficiency in the medical records and transcription departments. Being a Health Information Services Director reviews processes and identifies areas for improvement taking into account user needs. May act as liaison between information services and technology department, ensuring that systems are accessible and in accordance with the needs of the organization. Additionally, Health Information Services Director ensures that all record keeping and information disbursement complies with HIPAA regulations. Requires a bachelor's degree in healthcare administration, a related field, or equivalent. Typically reports to senior management. The Health Information Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Type: Tribal Salary Range: $70,606 to $105,909 / Per Year Open Period: 5/16/2016 to 9/30/2016 Summary: The Tuba City Regional Health Care Corporation [TCRHCC] is a 73-bed, acute and outpatient regional health system organized as a private nonprofit healthcare organization operating under the Indian Self-Determination Act P.L. 93-638 since September 30, 2002. Tuba City Regional Health Care Corporation, a Joint Commission accredited health center, provides services to a 6,000 square mile area and serves as a referral center for the western part of the Navajo and Hopi Reservations. The unique community of Tuba City offers a culturally rich environment. The Native American tribes located and served here are the Navajo, Hopi, and Southern Paiute. This mixture along with Anglo, Hispanic, and African American employees of the hospital and school systems make a pleasantly diverse community.

    Responsible for the performance of the duties of the HIM Department, including health record maintenance and storage, dictation and transcription services and inpatient, outpatient and discharge coding. Ensures that all governmental and accrediting requirements and other regulatory requirements governing the management and storage of health information are met. Collaborates with the Privacy Officer in maintaining detailed knowledge of HIPAA and Privacy Act requirements. Maintains current and proficient knowledge of coding and health record documentation requirements and ensures optimal reimbursement for inpatient and outpatient services. Provides effective leadership to department staff and performs required management functions on a timely basis. Duties: 1. Provides leadership in assessing, planning, directing and coordinating the HIM programs. Develops and manages budget for cost containment. Evaluates efficiency of operations as well as the quality of service. Provides leadership in creating a team environment for effective and efficient operations. Develops short and long range departmental plans and programs consistent with organizational policies coordinates programs with other departments. 2. Develop and update policies and procedures that are aligned and comply with department, hospital and regulatory agencies for the effective and efficient management and operation of the department. Oversees implementation and adherence to the HIM compliance and clinical documentation improvement programs 3. Thorough understanding of the transition to the electronic health records and core HIM functions such as document management and imaging, transcription, chart completion and coding. Will develop, implement and maintain HIM processes within an electronic environment coordinates with IT, as needed, with necessary updates, modifications or other applicable processes. 4. Administers continuous quality improvement program to evaluate quality, appropriateness and effectiveness of HIM services provided responsible to do critical analysis of systems and processes. 5. Develops, implements, and revises employee performance standards, ensuring that they are consistent with the duties and responsibilities contained in position descriptions. Initiates actions for promotions, reassignments, status change, performance awards and disciplinary actions. Counsels employees regarding training and individual development plans. 6. Ultimately responsible for all functions of the HIM Department - assures all areas of HIM [Transcription, Records Completion and Coding] meet the services objectives of the organization establishes a training program and conducts periodic audits as it relates to inpatient, outpatient and discharge coding assures accuracy of coding through periodic internal audits and annual third party audit assists the HIPAA Privacy Officer and assures confidentiality of all information and records is maintained by staff and programs for re-education and re-training to maintain program effectiveness is ongoing and meets current legal and regulatory requirements and monitors and reports key performance indicators on a routine basis. 7. Communicates and maintains a close working relationship with the Administration, Medical Staff, Patient Financial Services [PFS] and other personnel concerning any problems with medical records aids the professional staff in the completion of accurate records and the retrieval of data for studies and research and serves as a member of the Health Records Committee. 8. Stays abreast of healthcare trends and regulations evaluates and addresses the opportunities and threats associated with change. Maintains professionalism with self-improvement trainings/seminars/conferences. 9. Maintains positive working relationships with management, medical staff and other hospital staff. 10. Other assigned duties as needed. Qualifications: EDUCATON: Associate’s Degree in Business Administration or related field must obtain Bachelor’s Degree within 4 years from date of hire CERTIFICATIONS: • Must have a valid Registered Health Information Technician [RHIT] certification • Must have a valid Registered Health Information Administrator [RHIA] certification, if none, must obtain within one year from date of hire EXPERIENCE: • Must have three [3] years of management experience in the HIM or Medical Records department of an acute care hospital or multispecialty clinic • Must have demonstrated experience in understanding of payment systems, including Medicare/Medicaid and Managed Care HCPCS and CPT coding system • Must have demonstrated experience in applied knowledge of International Classification Disease Codes Work Type: Permanent, Full Announcement #: TC-2015-0259 [DH1701] Who May Apply?
