  • WHAT WE OFFER
    The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $126,617.68-$177,282.13 annually an employee within this position will also be eligible for the following:
     
    • A general salary increase of 3.5% effective December 22, 2024.
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
    • Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.
    • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.
    • Health Plans – Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $502 per biweekly pay period, tier two for employee plus one is $730 per biweekly pay period and tier three for employee plus family is $905 per biweekly pay period.
    • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
    • Holidays - 12 paid days per year which includes a scheduled floating holiday. 

    COUNTY EXECUTIVE OFFICE
    The County Executive Office is a critical component of the County organization. The Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts.  The Office also has extensive interactions with local cities and other public jurisdictions within the County, representatives of the state and federal governments, as well as community- based organizations.  In conducting business, the Office strives to provide high quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity and inclusion to reflect and engage the community.
     
    THE COMMUNITY DEVELOPMENT DIVISION
    The Community Development Division reports to the Assistant County Executive Officer advising and pursuing programs and policies serving the diverse needs of Ventura County’s residents, primarily those with limited to no income. Members in this unit provide support to the Countywide Continuum of Care, administer a wide array of federal and state grants for unhoused and low-income residents, and promote the development of safe, sanitary housing for the County’s residents.

    THE POSITION
    Under general direction of the Senior Deputy Executive Officer, the Housing Solutions Director manages and encourages housing development county-wide, with a focus on best practices, equity, and encouraging housing in communities with the greatest need. This position advocates for housing policies at the federal, state, and local level to facilitate permit streamlining, land use and development and increase availability of financing to significantly increase the number and diversity of affordable housing units in the County, including Permanent Supportive Housing (PSH), housing for other special populations, and missing middle housing. 

    Responsibilities include reviewing, analyzing, and making recommendations on housing policy, pursuing financial resources, developing and evaluating policies, coordinating with area cities, addressing public misconceptions, supervising staff administering housing grants, and managing the existing housing portfolio.

    Duties include but are not limited to the following:

    • Proactively pursues diverse financial resources to support affordable housing projects.
    • Supervises staff administering grants and loans for housing development.
    • Ensures effective management and compliance of the existing housing portfolio.
    • Reviews, analyzes and advocates for policy improvements and stays abreast of emerging housing initiatives.
    • Collaborates with stakeholders at the local, state, and federal levels to secure and advocate for increased funding.
    • Maximizes resource utilization by reviewing proformas to ensure highest and best use of funding and available financing.
    • Streamlines land acquisition processes in collaboration with relevant departments.
    • Supports local efforts to obtain ProHousing Designations to help local projects remain competitive for state funding.
    • Facilitates equitable distribution of housing resources in communities with unmet needs.
    • Coordinates with area cities, non-profit organizations, community-based organizations, and other entities to align housing strategies, promote regional collaboration, and facilitate the development of housing units.
    • Develops and evaluates housing policies at local, state, and federal levels.
    • Identifies underutilized publicly owned land for affordable housing development.
    • Evaluates lower-cost housing typologies to meet diverse affordable housing needs.
    • Builds relationships with housing developers while considering community uniqueness.
    • Addresses public misconceptions about housing, emphasizing the positive impact of affordable housing on property values, crime rates, and overall quality of life.
    • Performs other related duties as required.

    EDUCATION/EXPERIENCE:
    Extensive experience in government programs and/or business administration and finance which has led to the acquisition of the required knowledge, skills, and abilities.
     
    The required knowledge, skills, and abilities also can be obtained by completion of a Bachelor’s degree in Public Administration, Business, Planning, Finance or a related field with five (5) or more years of experience working in the field of affordable housing development, housing financing and/or housing policy.

    NECESSARY SPECIAL REQUIREMENT:
    • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
    • Willing and able to conduct effective oral presentations to a variety of audiences including the Board of Supervisors, community groups, and city councils. 
    • Ability to obtain and maintain a valid California Driver License.

    DESIRED:
    • A Master's degree in Urban Planning, Public Administration, Housing Development, or a related field
    • Strong analytical and policy evaluation skills.

    KNOWLEDGE, SKILLS, and ABILITIES:

    Thorough knowledge of: 
    • housing policies at local, state, and federal levels;
    • development process for affordable housing, including early planning and design, land use, permitting, financing, and maintaining compliance with federal and state affordable housing development resources;
    • techniques of program operations and budgetary analysis; 
    • principles and practices of public finance; 
    • laws relating to the financial administration of County government; 
    • statistical methods used in administrative analysis;  
    • grant administration, compliance, and regulatory interpretation 
    Skilled in: computer software programs such as Microsoft Office
     
    Comprehensive ability to: 
    • supervise professional and/or clerical staff and provide guidance on administrative matters; 
    • develop and implement administrative procedures to ensure compliance of the housing portfolio; 
    • prepare comprehensive written reports and recommendations and make oral presentations concerning housing programs; 
    • secure and manage diverse funding sources for housing projects;
    • collaborate with various stakeholders, including government agencies, developers, non-profit and community-based organizations while representing the County effectively;
    • apply accepted management principles in the conduct of administrative, program, and budgetary analysis.

    Supplemental Information:
    Work is performed primarily in an office environment, but incumbents may be required to visit various County departments/agencies on a regular basis and meet offsite with business and community leaders, staff of other governmental organizations, and the public; may also be required to visit housing projects under development to ensure compliance with contractual and regulatory requirements.
