SURS is the administrator of a cost-sharing, multiple-employer, public employee retirement system that provides retirement, survivor, disability and death benefits to employees of Illinois state universities, community colleges, and certain other affiliated organizations and agencies. SURS was created in 1941, by an act of the Illinois General Assembly, and is governed by the Illinois Pension Code (40 ILCS 5/15-101 et seq.). SURS provides benefit services to over 250,000 members who work for 61 employers. SURS is responsible for investing assets in a diversified portfolio of U.S. and foreign stocks, bonds, real estate and alternative investments. SURS maintains a defined benefit plan, which on June 30, 2023, had assets valued at approximately $23.2 billion. SURS also administers two defined contribution plans, the Retirement Savings Plan, which on June 30, 2023, had assets of approximately $3.7 billion and the Deferred Compensation Plan, which had assets of approximately $28.5 million. Northern Trust serves as SURS’ master trustee custodian.
Position: Under the administrative direction of the CHRO this position is responsible for managing the recruitment, retention, and employee recognition programs for SURS. This role will be responsible for seeing through the day-to-day recruitment efforts across SURS. It will be the point of contact for hiring managers and will maintain a strong understanding of a wide range of positions. The day-to-day focus will be on filling open roles, cultivating a best-in-class experience for new hires/applicants, and developing an ongoing talent pipeline. It will also develop and manage the SURS employee retention, recognition and engagement programs.

Main Duties
Recruitment Operations –

Provide general leadership and guidance regarding the recruitment process including researching, developing, and implementing effective recruiting and staffing strategies to source a diverse pool of qualified and capable talent (job advertisements, career fairs, on-campus recruiting, social media outreach, etc.).

Manage vacancy control requests, forecast recruitment needs, hold regular check-in meetings with HR team and hiring managers to discuss status of vacancies and recruitment strategy

Manage the position posting process

Ensure proper compliance with State Universities Civil Service Statute and Rules, and Civil Service procedures
-
Review resumes, complete credential assessments, schedule, and attend interviews
-
Collaborate and provide guidance to managers through the recruitment and interview process

Develop and prepare narratives, reports and statistics regarding the recruiting function
Retention, Recognition, and Engagement –
-
Research, develop, and implement effective retention programs to include, but not be limited to, exit interviews, stay interviews, and employee engagement surveys

Oversee SURS employee recognition programs, the employee morale committee, and employee service awards
-
Assists with planning and execution of special events such as organization-wide meetings, employee recognition events, holiday parties, and retirement celebrations.
Required Qualifications

Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration, or a field closely related to the position.
And

Two (2) years (24 months) of work experience performing professional-level human resources duties.
Knowledge, Skills and Abilities (KSAs)

Knowledge above the rudimentary understanding of principles and procedures used in human resources (i.e. recruitment, selection, compensation, and human resources information systems).

Knowledge above the rudimentary understanding of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution.
