Job Summary
Located in the nation’s capital, The Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents.The Civil Litigation Division of the Office of the Attorney General for the District of Columbia is seeking a Section Chief for the Personnel and Labor Relations Section (PLRS).
PLRS represents District agencies in administrative personnel matters before the Office of Employee Appeals, Office of Administrative Hearings, Office of Human Rights, U.S. Equal Employment Opportunity Commission, Metropolitan Police Department Adverse Action Panels, and Fire and Emergency Medical Services Department Fire Trial Boards. It also provides appellate representation of these matters before the Office of Employee Appeals Board, the Compensation Review Board/Department of Employment Services, various Federal Mediation and Conciliation Service arbitrators, the Public Employee Relations Board, and the Superior Court of the District of Columbia.
The Section Chief will work under the supervision of CLD’s Deputy Attorney General and two Assistant Deputy Attorneys General. The Section Chief will directly supervise an Assistant Section Chief and approximately nine line attorneys.
Duties And Responsibilities
Ensuring proper case assignment and case transfers to and coverage by AAGs to meet court, mediation, and other schedules or deadlines.
Reviewing and approving pleadings, motions, memoranda, discovery, and correspondence.
Evaluating cases for settlement purposes and authorizing or recommending settlement amounts
Monitoring compliance of AAGs and staff with the Attorney General’s Performance Contract requirements, including response to contacts within 24 hours and successful litigation outcome rates.
Reviewing litigation outcomes and making timely recommendations where appellate review is needed.
Attending management meetings with the Deputy and Office of the Attorney General as requested, as well as attend such management and other specific meetings with District agencies, their units, or personnel as necessary or requested.
Assisting in interviewing, reviewing, evaluating, and, where necessary, disciplining AAGs, in accord with D.C. Rules of Professional Conduct and OAG standards and policies;
Maintaining requisite legal, management, inter-agency, human relations, and labor-management knowledge and skills; and collecting, maintaining, and disseminating timely, accurate and up-to-date data on the Section’s activities.

Qualifications And Education
Incumbent must have a Juris Doctor (J.D.) from an American Bar Association (ABA) accredited law school at the time of appointment.
The candidate must also have considerable prior labor and employment experience as well as prior managerial experience and excellent writing and editing skills.
LICENSE AND CERTIFICATIONS
The incumbent must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service shall remain a member in good standing of the District of Columbia Bar and admitted to practice in the U.S. District Court of the District of Columbia during his/her employment in the Legal Service. If not currently a member of the District of Columbia Bar, prior to their appointment, the successful candidate must send proof that his/her completed District of Columbia bar application has been submitted to the District of Columbia Bar.
WORKING CONDITIONS/ ENVIRONMENT
Work is primarily performed in an office setting. Generally, work is sedentary, some walking, handling, and carrying of light to moderately heavy objects (such as case records, briefcases, and exhibits) is required.

Salary: The starting salary for this position is negotiable up to $190,000 depending on qualifications and availability of funds.

Tour of Duty: Monday-Friday; 8:30 am- 5:00 pm
In-person reporting with limited telework and flexible work schedules available upon eligibility.
Promotion Potential: No known promotion potential.
Collective Barganing Unit: This position is not in the collective bargaining unit.
POSITION DESIGNATION
This position has been designated as sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to the following checks and tests: (a) Criminal background check; (b) Traffic record check (as applicable); (c) Consumer credit check (as applicable); (d) Reasonable suspicion drug and alcohol test; and (e) Post-accident or incident involving Government property drug and alcohol test.
RESIDENCY PREFERENCE REQUIREMENT
Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
