    Summary of Duties
    As an employee working within the
    Child Welfare Program

    that will support children and young adults to be safer, healthier, experience less trauma and achieve a greater well-being.
    As an Implementation Specialist, you will:
    • Develop, implement, and coordinate evidence-based practices within child welfare to help children stay in their homes and communities.
    • Conduct continuous quality improvement (CQI) activities, including program reviews, identifying gaps, and providing feedback for process enhancements.
    • Offer consultation, training, and technical assistance to child welfare staff, supervisors, and community partners on Family First practices and policies.
    • Support the development of a Family First fidelity model, analyze program performance, and create corrective action plans for improvement.
    • Build relationships with community organizations, internal staff, and state leaders to ensure program success and statewide consistency.
    • Lead and manage cross-functional projects, ensuring they meet goals, timelines, and budgets, while addressing any changes or risks.
    • Engage with diverse communities, address cultural concerns, and collaborate on legislative changes to improve Family First implementation.
    Minimum Qualifications
    • A bachelor’s degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program. OR
    • Any combination of experience or education equivalent to seven years of experience identifying complex problems and review related information to develop and evaluate options and implement solutions for human service-related programs.

    Working Conditions
    • The typical work schedule is Monday through Friday, 8 a.m. to 5 p.m. Pacific Standard Time (PST). Occasionally, unscheduled hours may be required, including evenings and weekends.
    • This position has a hybrid work schedule. Majority of the work can be conducted remotely. You will need to report to Salem for meetings a few times a year. We have a drop-in desk space in our Salem office.
    • Frequent travel to branch offices throughout the state of Oregon for meetings, trainings, and program support.
    • Occasional overnight travel.

    • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.     • A valid driver’s license and acceptable driving record are required for this position.
