Job Summary
Incumbents in this position are division managers and are responsible for overseeing and managing personnel, projects, budgets, and associated issues related to Development, Planning and Design, or Project Management division.
Essential Job Functions
- Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational curriculum, and reports parameters as they relate to the overall programming of the office.
- Ensures compliance with policies and procedures.
- Administers contracts to include reviewing and issuing correspondence, transmittals, and contract payments and amendments.
- Supervises personnel responsible for project management including review, design, and construction for assigned division.
- Negotiates with consultants and contractors regarding problems that occur during the design and construction of capital projects to include scheduling, the quality of construction and fees, and recommends possible litigation for contract deficiencies.
- Ensures that field construction adheres to safety and environmental requirements and construction industry best practices.
- Interact with public on water and sewer projects constructed in the public rights-of-way and easements.
- Manages the construction administration for projects as assigned.
- Oversees non-capital projects to include chairing committees, participating on review groups, and issuing recommendations.
- Monitors and manages day-to-day operations of division, including developing short and long- range goals, coordinating activities with other department and agencies.
- Manages in-house design process and engineering services for assigned projects.
- Monitors budgets and expenditures, evaluating service delivery and cost effectiveness, and resolving complex problems that require professional level input.
- Assists the Director in the operations of the department to include implementing the activities involving the department budget, staffing, and policy recommendations to meet organizational goals.
- Serves as CFPUA’s or Department’s representative on various committees, businesses, and organizations.
- Attends meetings and promotes the department by fostering relationships with outside agencies.
- Develops and maintains project tracking schedules utilizing Microsoft Project software.
- Makes recommendations that impact the budget.
- This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
- This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
- This position is responsible for creating a culture of belonging and inclusion.
- This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
- This position is responsible for ensuring compliance with all CFPUA policies and procedures.
- This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
- Performs other related job duties as assigned.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Education, Experience, and Other Requirements
- Bachelor’s degree in engineering, project management or any related course study.
- Seven to ten (7-10) years of professional work experience including managerial experience in engineering or project management in a role such as engineering manager, project manager or any related work field.
- Professional Engineer license in the State of North Carolina is required or ability to obtain within six (6) months through reciprocity.
- Possession of or ability to readily obtain a valid State of North Carolina driver's license.

Pay: $78,250.00 - $108,718.00 per year
