RECORDS AND INFORMATION MANAGEMENT SPECIALIST

  • Duties

    • You will guide and modernize records management functions by managing the transition of paper records to electronic records by administrating the Electronic Records Management System (ERMS) to align with command business and mission needs.
    • You will establish and assess RIM practices to ensure principals of transparency and information/communication sharing throughout SWRMC.
    • You will provide technical assistance and deliver general and specialized training to Southwest Regional Maintenance Center (SWRMC) staff, Records Liaisons Officers (RLO's) on ERM system and on all aspects of records management.
    • You will collaborate with SWRMC Legal Counsel Office regarding programs services adhere to Freedom of Information Act (FOIA) and Privacy Act (PA) laws, regulations, policies, and guidance to provide access to ERM system.
    • You will research, develop, and support the implementation records management policies and procedures to ensure program effectiveness and regulatory compliance.
    • You will coordinate records scheduling, and associated activities in relations to the collection, use and dissemination of Information Technology generated data.
    • You will serve as subject matter expert in the development of training aids, curriculum development and facilitation of training methodologies regarding all aspects of records management and facilitation of archival work and evaluation criteria.
    • You will maintain FOIA/PA records which includes processing, tracking, and responding to FOIA/PA requests via SWRMC Legal Counsel Office.

    • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
    • Must be able to obtain and maintain appropriate clearance level for access to Southwest Regional Maintenance Center (SWRMC) Computer and RIM Systems.
    • You will be required to obtain and maintain a current valid United States driver’s license.

    Qualifications

    GS-11:
    Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Extensive knowledge of the Navy and Federal infrastructure to include Department of the Navy records systems, internal procedures, and investigative methodologies to determine if all sources for the requested information were searched; 2) Knowledge and experience to locate missing files, or to justify claims that information is missing, or to verify that proper destruction was accomplished in accordance with the records retention schedules; and 3) Interpret regulations and directives to determine impact on program.

    GS-09:
    Your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) The ability to assist in the development, issuance, and implementation of the Department-wide records regulations and policies based on life-cycle management concepts and standards; 2) Research, develop, and support the implementation of records management policies and procedures to ensure program effectiveness and regulatory compliance; and 3) Advise personnel on federal records program management.

    SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

    Successfully completed an LL.M. degree that is related to the position being filled; or
