Geographic Information System (GIS) Specialist

  • Duties

    • Implements analytical techniques necessary to solve various procedural and factual geospatial and GIS issues.
    • Digitizes geographic information by translating raw land-based data into code.
    • Identifies interrelationships within data and applies layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources.
    • Analyzes cumulative impacts of frequently measured environmental factors.
    • Administers geospatial databases and implements quality control and assurance guidelines for geospatial data projects.
    • Conducts research to locate and obtain information from existing databases.
    • Provides feedback to higher level specialists regarding the development of statewide standards and applications.
    • Coordinates with local managers, resources specialist/technicians and IT staff to schedule geospatial hardware and software processing needs.
    • Promotes and implements an integrated training program to teach basic skills in the use of geospatial software, data acquisition, retrieval and analysis, in order to meet local needs.
    • Assists in the integration of Enterprise GIS with long- and short-term planning and management activities at the local level.

    Minimum Qualifications for the 0301 GIS Specialist Series at the GS-09:

    You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples:
    • Editing and maintaining geospatial data
    • Completing analysis using standard methods and tools
    • Producing cartographic mapping products
    • Assisting in development of standards and applications
    • Assisting in the facilitation of sharing and distribution of data
    • Working with a diverse group of resource specialist, planners, and managers
    • Coordinating and implementing GIS activities and projects
    • Assisting in the integration of Enterprise GIS with the long- and short-term planning and management activities
    • Providing technical user support and assistance for GIS software
    • Advising in spatial analysis and map product creation
    • Training small groups in basic GIS skills, new workflows, and keeping users apprised of changing technologies.

    Education Substitution for the 0301 GIS Specialist Series at the GS-09:

    Successfully completed a master's degree or two (2) full years of graduate level study leading to a master's degree or LL.B., J.D., in a related field that provided the knowledge, skills, and abilities necessary to perform this work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

    Have an equivalent combination of specialized experience and education that, when prorated, combine to meet the qualification requirements for this position.

Manages large and complex Department-wide records management projects for the Division and monitors project activities to ensure they meet the timeframes, milestones and quality specifications established in project plans.
