To be an Information Technology Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     The Information Technology Services Division is excited to announce an opening for a Project Manager 1 to join the Project Services team. This position will serve as a key member of the growing team responsible for supporting a wide array of information technology projects throughout the Department of Health and Welfare. The team works closely with staff and contractors, both within the ITSD division and across the agency, to encourage and facilitate the adoption of industry-standard project management practices to maximize project effectiveness. 

    As a Project Manager 1 within the Project Services team, you will operate within the full realm of the project life cycle. This includes, but is not limited to, requirements gathering from stakeholders, creating a project charter and plan, defining scope and schedule, identifying roles and contractor needs, building a team, providing support to quality assurance functions, coordinating training and implementation, all while maintaining all the dynamic communication necessary to keep a project moving forward on schedule. This is a great opportunity for a Project Manager 1 who enjoys working within the full array of project-related duties. Must be located in Idaho or willing to relocate to the State of Idaho with no reimbursement.

    EXAMPLE OF DUTIES:

    • Lead project teams of business subject matter experts and specialists to deliver IT and process solutions.
    • Develop project plans and define project objectives.
    • Communicate project objectives to stakeholders and manage project communication.
    • Lead and participate in efforts to gather and document business and system requirements.
    • Create workflows based on requirements gathered Plan, facilitate and conduct meetings.
    • Coordinate testing with customers; manage bug reporting and fixes with development team.
    • Evaluate project effectiveness and improve processes.
    • Measure, evaluate and communicate project performance and status.
    • Oversee contractor performance, compliance with security and background checks; adherence to contract requirements.

      MINIMUM QUALIFICATIONS:

      You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

      • Experience planning and implementing projects including coordinating the development of project scope, goals, work plans, timelines, implementation strategies, and measurement processes/methods for assessing progress toward goals and project outcomes. Typically requires one year of work experience with responsibility for planning and implementing projects. These should be involved projects encompassing aspects of identifying project needs; identifying resources to use; identifying funding sources; developing goals and strategies to implement goals, and evaluating the outcome of the projects and if the desired outcomes were achieved.
      • Experience interpreting and explaining specialized or complex material into information usable by the public. Typically requires a background where the interpretation of laws, policies, procedures, rules, or similar types of information were analyzed and communicated orally, in writing, graphically and/or on the web in a way that was usable by customers.
      • Experience developing and monitoring contracts. Typically requires one year of experience which included consultant selection, development of the scope of work and man-hour negotiation, and developing and managing schedule. This experience should also include reviewing progress payments; enforcing contract compliance for scope, budget and milestone completion; and consultant evaluation.

      Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

      1. Bachelor's degree in Project Management, Management of Information Systems, Computer Science, or related discipline; or equivalent combination of education and experience.
      2. Knowledge of IT project management practices. Typically gained by 2 years of experience or a combination of experience and specialized managerial training.
      3. Familiarity with MS-Project or other project management software. Typically gained by at least 2 years of experience.
      4. PMI certification desirable but not required.
