    SUMMARY: Under limited supervision, manages the development and implementation of Information Technology (IT) plans and strategies through professional and ethical interactions with senior management and outside consultants. This includes managing IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. The Manager’s role is to ensure the streamlined operation of the IT department in alignment with the business objectives of the Authority. The Manager will work closely with decision makers in other departments to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the Authority. Establishes Authority standards and procedures regarding Information Technology.

    Duties include but are not limited to:

    • Develops and implements short and long-range plans involving the technological needs of the Authority to promote the productivity and compatibility of all information technology related activities. Develops information technology plans, including the IT Master Plan that assures the compatibility and integration of hardware and software purchases; performs formal review of the IT Master Plan on an annual basis.
    • Manages employee concerns/problems, counsels and disciplines employees. Completes employee performance reviews, coordinates training activities, makes hiring recommendations, provides instruction, recommendations for transfers, promotions and disciplinary actions, discharge and salary administration.
    • Monitors safety and security policies and recommends changes when needed.
    • Monitors operations of each department as well as individual users to determine the potential for new technological applications that would benefit activities in the department and develop new or modify existing programs. Identifies those applications that appear to promote the most effective productivity to management and staff.
    • Coordinates maintenance and ensures the proper operation of computers, SCADA servers and firewalls, and security/fire/burglary systems for the water/wastewater plants and Authority 24 hours per day. Manages, monitors and diagnoses the networks for problems that include user created, hardware related, and software related.
    • Performs system housekeeping which entails distribution of programs and data files on systems for optimum speed, program testing, maintenance of data files in regard to amount of space used, addition or deletion of users to the system, and repair of personal computers, networks, SCADA systems, servers, firewalls and other related equipment.
    • Conceptualizes, plans, implements and maintains of servers, networks and applications support throughout the Authority; serves as the lead agent for technological advances into the future by maintaining awareness of changing trends and regulations that may affect the Authority and/or departments.
    • Establishes both internal and external computer related policies and procedures; coordinates computer needs between departments and locations. Instructs users in the use of new programs and equipment.
    • Ensures the proper installation, testing, and problem diagnosis of vendor software and hardware. Interfaces with hardware and software vendors to ensure proper operation of computer equipment 24 hours per day.
    • Manages the security and control of data for internal and external usage.
    • Prepares and manages the Technology and IT Master Plan budget; reviews and approves hardware and software purchase requests made by departments; develop business case justifications and cost/benefit analyses for IT spending and initiatives.
    • Develops information systems related standards, specifications and administrative procedures and practices.
    • Ensures all activities are conducted in an efficient and cost-effective manner in strict conformance with all local, state, and national electric codes, DHEC standards and established OSHA and Authority safety regulations and policies.
    • Performs other duties as required.

    EDUCATION and/or EXPERIENCE: Requires Bachelor’s Degree in computer science, information systems or closely related field. Prefer Master’s Degree. Minimum five years’ experience which includes knowledge of client/server environment, system management infrastructure, security system programming, database management, computer hardware, software applications, risk management, cybersecurity, local & wide area networks management and security, IT governance and radio frequency theory. Must have experience in developing and implementing IT operational plans. Must have demonstrated aptitude for learning new technologies. Desired skills include the ability to communicate technical concepts to technical and non-technical audiences; solid writing skills; ability to manage multiple concurrent projects and motivate professional staff; strong analytical and problem solving skills; strong leadership skills; and project management skills. Prefer two years of experience with maintaining governmental financial and customer information systems in water/wastewater industry. Must possess strong keyboarding skills.

    CERTIFICATES, LICENSES, REGISTRATIONS: Prefer certification in IT area such as data center, backup and disaster recovery, cloud IT, mobility, big data, IT trainer, telecommunications, wireless networking, computer hardware, help desk, project management, database, IT governance, enterprise architect, system administrator, computer networking, information security, and programming. Must possess a valid driver’s license.

    Data Conception: Requires the ability to compare and/or judge readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Requires the ability to evaluate, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and referencing such evaluation to identify and select alternatives.

    Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. This includes interacting with various departments on various levels to guide and direct activities, receive direction and information from supervisor and provide guidance and direction and to subordinate staff. Provides assistance to non-IT staff concerning data processing issues. Requires the ability to perform effectively in a leadership capacity.

    Language Ability: Requires the ability to read a variety of documents, reports, and other materials. Must be able to type and/or prepare various documents and reports using the proper format, punctuation, spelling and grammar. Requires the ability to communicate with co-workers, supervisors, customers, etc. with clarity, poise, voice control and confidence using correct English and well-modulated voice. Must be able to understand and utilize specialized computer languages.

    Intelligence: Has the ability to apply principles of rational systems such as data technology to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems to management, learn and understand relatively complex principles and techniques; make independent judgments in absence of supervision and acquire knowledge of topics related to primary role. Must have the ability to comprehend and interpret received information.

    Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information. Must be able to communicate effectively and efficiently with persons from a variety of educational backgrounds using technical terminology as required.

    Numerical Aptitude: Requires the ability to accurately utilize mathematical formulas, add and subtract totals, multiply and divide, determine percentages, decimals and time.

    Writing Skills: Requires proficiency in written communication, particularly documentation of business practices and procedures.

    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

    Motor Coordination: Requires the ability to coordinate hands and eyes using office equipment and operating vehicles.

    Manual Dexterity: Requires the ability to handle a variety of items, tools, equipment, control knobs, switches, etc. Must have high levels of eye/hand/foot coordination.

    Color Discrimination: Requires the ability to differentiate colors and shades of color.

    Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with difficult personalities, emergencies or tight deadlines.
