    Supervisory Responsibility Supervises Management, Administrative/Confidential, Faculty, Classified, Student, Volunteer, and/or Temporary Staff of assigned department(s).
    Position Summary 
    The Director of Institutional Research plays a critical role in the development and maintenance of a college-wide culture of inquiry that supports innovation and evidence-based decision making. The Director leads and develops the Institutional Research team and collaborates with the executive leadership team to identify, develop and make accessible relevant and reliable metrics for college-wide use.
    Primary Responsibilities 
    1. Institutional Research Administration
    • Supervises the coordination of the collection, analysis, validation and reporting of data, including the development of appropriate data dashboards and other informational interpretations of data supporting informed decision-making. May performs advanced analyses or develop complex data dashboards using programming language or functions (such as SQL, and/or DAX and/or R).
    • Designs research projects, surveys, questionnaires, assessment studies, using appropriate quantitative and qualitative research design and statistical techniques to ensure validity, integrity, and consistency of data results.
    • Executes mandatory reporting including, but not limited to, IPEDS, state reporting, Voluntary Framework of Accountability, Carl Perkins V, and grant data reporting.
    • Provides data support for institutional strategic planning, the annual assessment of institutional effectiveness, and program reviews.
    • Supervises data analyses necessary for grant applications and reporting. May perform advanced data analyses as needed using statistical or programing languages such as SQL or R or SPSS.

    • Hires, evaluates performance, trains, disciplines, and recommends dismissal
    • Assures that required personnel forms and records are generated and maintained for assigned area 
    • Reviews and authorizes leave requests, purchase orders, professional growth, and travel requests
    3. Data Governance
    • Helps develop board policies (BPs), administrative procedures (Aps), handbooks, and trainings focusing on Data Governance.
    • Shares responsibility with IT for testing data related outcomes in report applications either developed internally or externally.
    • Serves on data governance committee who analyzes potential impacts of process or policy changes on data integrity in the ERP.
    • Perform data profiling and database structure research in order understand relevant data elements along with the function, definitions and data use.
    4.  Other Duties as Assigned
    • Serves on the College Effectiveness Council (CEC).
    • Serves on statewide committees/taskforces related to Institutional Research.
    • May participate in College committees as assigned
    • Engages in professional growth opportunities as assigned
    • Performs other duties as assigned

    Qualifications & Additional Position Information
    1.  Minimum Qualifications
    • Education – A Master’s Degree in higher education administration, business administration, statistics, or related field
    • Experience – five (5) years’ directly related experience.
    Only degrees received from an accredited institution will be accepted:  accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.
    Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).
    2. Preferred Qualifications
    • Experience with Microsoft Power BI, Jenzabar One ERP, and Microsoft Azure Cloud preferred

    • Knowledge – General qualitative and quantitate research methodology, data science,  and standard statistical procedures of sampling;  questionnaire and survey development; relational databases;     dashboard development; basic data security & FERPA; community college administration and board policies; higher education accountability; public relations concepts; office practices and procedures; business English, composition, spelling, and punctuation; personnel management concepts and practices; budget management concepts; federal, state, and local laws and regulations governing areas of responsibility; organizational development and employee relations concepts and practices; collective bargaining concepts and practices; training and development concepts; facilitation techniques; community college organization, mission, and management processes; and organizational development theory.
    • Skills – Data mining, analysis, and interpretation; use of statistical analysis and data visualization software to perform analyses and develop data dashboards for dissemination across the college (Enterprise level rollout);  use of SQL, DAX of other statistical or database programing languages;     strong verbal and written communication skills; listening skills; facilitation and mediation skills; effective conflict-resolution and problem-solving skills; negotiation skills; technical writing skills; project management, time management, and organizational skills; collaborative leadership and supervisory skills; customer service skills; administrative skills; and computer skills, preferably in Microsoft Office Suite® products. Skilled in the use of predictive analytics preferred.

Physical ability to perform the essential job functions.  Pass a criminal background check.
    4.Other Requirements
    • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

    • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

    • Manual dexterity and coordination are required for over half of the daily work period which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment.  While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires some mobility including the ability to move materials less than 5 pounds daily, 5-25 pounds rarely, and 25-60 pounds very rarely.  This position requires both verbal and written communication abilities.

    This is a Managerial/Supervisory position in the Operations and Finance Department. Starting compensation will be based on Grade L of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievements but generally not expected to exceed the midpoint of the range.
