Being an Instructor - Educational Assessment provides tutoring and academic counseling to students, maintains classes related records, and assesses student coursework. Collaborates and supports colleagues regarding research interests and co-curricular activities. Additionally, Instructor - Educational Assessment typically reports to a department head. Has a Master's degree or is a PhD candidate in the applicable field. Has experience and is qualified to teach at undergraduate level and possesses the qualifications to participate in research.     The Jackson County Assessor’s office is seeking to add a Data Gatherer/Property Specialist to our Residential Property Appraisal staff. The ideal candidate will have excellent organizational skills, an eye for detail, and provide basic customer service and technical skills to the citizens of Jackson County.     I.    Position Summary

    Performs field inspections of properties for physical improvements and modifications and gathers other data used to make tax assessment evaluations; and, updates records to reflect changes and improvements noted. Performs work accurately with attention to detail often outside of proximity of the supervisor when making field inspections.

     

    II.   Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)

    • Conducts field inspections of property and land parcels.
    • Identifies and records physical improvements, modifications, and deterioration.
    • Measures, draws and diagrams property inventory and additions including buildings, sheds, pools, concrete slabs and other similar improvements; make photographic records as required.
    • Researches and obtains other data required for verification of property improvements including sales, rental income, and costs.
    • Contacts residents and property owners to obtain information concerning property inventory and improvements to property and to gain access to buildings on the site.
    • Responds to questions from land and property owners and the general public concerning field inspections and the property assessment process.
    • Makes field drawings, ; maintains files of work completed for review by a lead appraiser/appraiser specialist.
    • Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
    • Develops and maintains effective internal and external working relationships at all levels.
    • Has regular and reliable attendance. Overtime may be required.

     

    III.  Minimum Requirements (Performance of the essential duties of this position includes the following requirements, physical demands and/or working conditions)

     

    Education and Experience

    • High school diploma or equivalent AND one year of related work experience; OR
    • Any combination of education and experience which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

     

    License, Certificate or Other

    Requires possession of a valid driver’s license and an acceptable driving record

      

    IV.  Other Requirements

     

    Knowledge, Skills and Abilities

    Knowledge of property classifications, buildings and related improvements; familiarity with trending values and tax rates for various years; computer hardware and software programs used in making drawings, records and reports documenting inspection work completed.  Ability to safely drive all types  of vehicles to field inspection sites; read and interpret maps, technical manuals and guidelines; use measuring tapes, calculators, computers, rulers and other devices to measure, draw and diagram improvements; check values and record accurate descriptions; follow oral and written instructions; establish and maintain cooperative working relationships with those contacted in the course of work; verify and check files and data; and interpret and explain department policies and procedures as necessary.

     

    Physical Demands (Performance of the essential duties of this position includes the following physical demands)

    Requires the ability to perform on-site field audits including exertion of a moderate amount of physical effort; ability to walk over steep or uneven terrain; some moderate lifting, bending, reaching, kneeling and some climbing; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as filing, data entry and/or use of calculators, ten-key adding machine, or other office equipment or supplies. Tasks are regularly performed outdoors with exposure to adverse environmental conditions such as heat, cold, wetness, dust, odors, vehicular exhaust fumes, and wildfire smoke. Requires driving. 

     

    Working Conditions (Performance of the essential duties of this position includes the following working conditions)

    Incumbents are exposed to adverse weather, including extreme temperatures, rain, snow, sleet and hail. Incumbents are also exposed to dangerous or unpleasant conditions and substances, including noise, traffic hazards, biohazards, noxious plants and wildlife. May include exposure to disruptive people.
