    Departmental Overview

    The Berkeley International Study Program is based in the Department of Sociology and Demography which is a large, dynamic and diverse academic unit in the Social Sciences Division of the College of Letters and Science at the University of California, Berkeley. BlSP operates as an independent program with some support from the department's infrastructure and resources such as space and financial services. The Department of Sociology is a large, dynamic and diverse academic department in the Social Sciences Division of the College of Letters and Science at the University of California, Berkeley, consisting of 28 tenure-track faculty, 16 career staff, 13 visiting instructors, 18 visiting scholars, and approximately 160 ASE appointments. The Department of Sociology has approximately 600 undergraduate majors and 140 doctoral degree students. The Department of Demography is widely regarded as among the best and most creative demography programs in the world, occupying a unique niche in the population studies landscape, with a strong focus on formal demography, population theory, and on the relationship between demographic dynamics and social, cultural, and economic dynamics. The Department has 4 tenure-track faculty, 4 emeriti faculty, 4 career staff, and 2 visiting instructors, 1 visiting scholars. The Department administers a Demography Ph.D., a Sociology-Demography Ph.D., a Demography M.A. degree and an undergraduate minor, and hosts the Bay Area Colloquium in Population.

    The Berkeley International Study Program is a Concurrent Enrollment (CE) program that benefits academic units campus-wide, including colleges outside of L&S (Engineering, Chemistry, CNR). Although it could be a stand-alone program serving academic units across campus, BISP operates within the infrastructure of the Department of Sociology and Demography which has its own Sociology CE program (often called BISP in Sociology). These two different CE programs recruit visiting international students, up to 925 annually, to take courses in most departments at UC Berkeley through Concurrent Enrollment on a fee basis, generating over $9 million in revenue to the campus (pre-pandemic).

    Responsibilities

    CE PROGRAM MANAGEMENT AND SUPERVISION (60%)
    Manages highly complex analyses across a broad spectrum of program projects, policies, and initiatives for a large revenue-generating program based in an academic department, that serves and impacts over 75 academic departments campus wide and more than 70 foreign university partners. Assumes ultimate responsibility for the success of both CE programs managed. Receives general program objectives, such as the need to grow the CE programs, from the Faculty Director for BISP, and has full responsibility to manage all aspects of the program and its operations to achieve those objectives and set new ones, primarily through the supervision and oversight of the two subordinate Assistant Directors and their subordinate staff. Manages professional staff in project and policy analyses, marketing and communications, partnerships and recruitment and program operations, setting responsibility for results in terms of costs, methods, and resources. Establishes and recommends changes to policies which affect major portions of the BISP program. Responsible for change management, in an evolving and unpredictable program that is solely funded by revenue streams and depends on students choosing to participate in the program. The Associate Director develops and advocates solutions to system issues, including developing and implementing new systems, policies, processes, and programs as needed. Within the BISP team, proposes and leads planning committees and working groups, to face changes and challenges, to formulate new ideas or new ways of implementation. Establishes job responsibilities, program and project oversights, adaptation to external and internal changes, success measures for recruitment, and methods for client (students, departments and international coordinators) satisfaction. Guides the team in developing and planning coordinated activities. Makes decisions on performance, salary actions, hiring decisions, and other human resources related issues of managed staff. Coordinates these processes and conducts timely and relevant coaching sessions as part of Achieve Together. Encourages subordinate staff to engage in professional development activity to up-level skills, knowledge, and changing landscape in international education. Provides guidance and assistance to subordinates on the most complex issues, primarily in working with the two Assistant Directors who have oversight of different areas in the program, marketing and outreach and the BISP in Letters and Science. Provides direction and oversight to the Assistant Director for Marketing and Outreach on all forms of communication and outreach for BISP. Provides guidance in terms of policies and overall mission and targets of the various forms of publication about BISP and effective and accurate means of communication. Ensures messaging is aligned with the program's mission, values and intentions and accurately portrays the program, activities, and policies to appropriate audiences. Develops and coordinates policy communications; formulates strategies for education, analysis and implementation for key aspects of the program. Provides direction and oversight to the Assistant Director for BISP ensuring her objectives for growth in that program are met and policies and procedures are congruent with those in the Sociology CE program and what's expected on campus. Guide and provide perspective on policy and procedural changes, project progression, strategies for growth, and adaptation to external factors affecting the program. Conducts overall analysis of staffing needs, and ensures budgetary support for new positions. Restructure positions as needed to accommodate changes in workflow and increasing demand as the program grows or with other situations affecting the program.
    POLICY and PLANNING - SOCIOLOGY CE PROGRAM (20%)
    The Associate Director is directly responsible for the success of the Sociology CE program that recruits and serves visiting international students, primarily from Norway and are under a unique agreement to take courses specifically in Sociology. The position is responsible for actively analyzing policies and procedures in the Sociology CE program (BISP in Sociology) and making changes or developing new processes to ensure success and compliance with CE on campus. This includes overseeing the policies and procedures for nominations, admissions, advising, administrative tracking and communications with the students. The Associate Director works with the Sociology Department Teaching Committee to provide perspective on courses of interest to our visiting international students in the Sociology CE program and enrollment needs to maximize their success in the program, including space needs to accommodate the number of visiting students within appropriate policies. The position also provides perspective and suggestions for courses that would be attractive to students from many other CE programs such as BISP in L&S and Berkeley Global Access. Recommend curricular changes or adaptations to ensure the highest possible number of CE students are enrolled in sociology courses. Analyze success measures and propose new possibilities to mitigate reduction in visiting student participation and attract new students to the program. Develops new programs to attract new students such as the Field Studies Program that provides the opportunity for visiting students to do field work in a local organization as part of a course, and a new BISP Certificate Program where students take courses in a particular track in sociology. Works with the Assistant Director of Marketing and Outreach on specific marketing plans and strategies for the Sociology CE Program, including the BISP Ambassador Program in Norway. Assesses policies and procedures and oversight. Achieves implementation of this program, and the overall Sociology CE Program administration and advising, through the Assistant Director and BISP Program Advisors, in all but the very complex and serious situations. Works with international coordinators abroad to establish procedures and policies for their nominated students. Manages MOU agreements between BISP in Sociology and specific programs and institutions abroad, negotiating matters that are particular to each individual program we collaborate with in the Sociology CE Program, ~20 universities in Norway and Denmark. Travels to foreign institutions to meet with existing coordinators and other faculty and deans. Prepare and deliver presentations about the Sociology CE Program and to prepare students to come to Berkeley for study abroad. Prepare and deliver webinars for virtual meetings. Travels to domestic and international education conventions to recruit new partners, and promote the BISP program. Serves as the senior representative of the Berkeley International Study Program representing UC Berkeley among other representatives and international coordinators.
    POLICY and PLANNING - BUDGET (15%)
    Responsible for managing the program budget, income and expenditures for both CE programs, and all decisions on expenditures. Approves budget projections and expenses for events, travel, personnel, marketing, and signs off on a variety of expenditure requests. Responsible for ensuring that expenses are justified and within allotted budget. Decides which expenditures go on the operations funds or the growth initiative funds, ensuring rationale is consistent with purpose of funds for various types of activities. Determines how to use resources to meet the various needs in these comprehensive programs, involving marketing and recruitment, travel, admissions, international relations and partner development, curriculum development and enrollment, advising and student support services, events and administration. Develops project plans, determines staffing and financial needs to complete them, and manages systems and procedures to protect program assets. Oversees an annual operating budget of ~ $950,000 - $1 million and a revenue stream for program operations of $1.075 million (assigned from UC Berkeley Extension based on number of units taken by visiting students sponsored), with an additional revenue stream earmarked for growth initiatives that recently brought in $822,000 in revenue for the AY2019-20. Revenue streams are expected to return to these levels post-pandemic, and likely grow the expanded recruitment efforts put into place during the pandemic. Consults with Budget Analyst for income and expenditure reports. Provides budget assessments and estimated projections to appropriate staff and director.
    PROFESSIONAL DEVELOPMENT (5%)
    Researches and summarizes best practices in the field of international education,concurrent enrollment, and the management of study abroad programs and issues. Attends programs offered by Berkeley International Office, Global Engagement Office, Berkeley International Recruitment Network, CE Consortium, and UC Berkeley Extension International Concurrent Enrollment Program. Meet with staff from these offices and across campus to learn more about their programs and processes. Attends and participates in appropriate international study abroad conferences, and networks with other international coordinators.
    Required Qualifications
    Strong communication and interpersonal skills to communicate with leadership, colleagues and students at foreign universities, lead and direct subordinates, and influence both verbally and in writing. Thorough knowledge and experience with and/or ability to learn the organization's processes, protocols, and procedures for curriculum, scheduling and enrollment; UC Berkeley Extension Concurrent Enrollment; international student recruitment and admissions; advising; personnel management; budgets and financial planning. Extensive analytical/problem-solving skills and at least 5 years of experience in a supervisory role in a complex program serving multiple constituents across campus and at other foreign universities. Comprehensive project management skills, and ability to work autonomously and with others, to achieve program goals, design, implementation, and evaluation. Advanced knowledge of and/or ability to learn organization-specific computer applications such as SIS, CalCentral, and Cal Reimbursement system. Multicultural competencies and at least 5 years of experience working with international students, staff, and administrators. Working knowledge of and/or ability to learn tertiary level foreign credentials, UC Berkeley Extension Concurrent Enrollment, study abroad programs and policies, and major educational systems of the world. Advanced ability to establish and maintain cooperative relationships with subordinates, campus departments, foreign schools and institutions, and other offices involved in the program. Ability to use discretion and maintain all confidentiality. Ability to multi-task with demanding timeframes, and set short and long-term strategic goals. Ability to work at some evening and weekend events, and travel for several weeks at a time for program recruitment a couple of times each year. Advanced ability to develop student and partner recruitment programs, and create content for effective materials. Extensive experience with and/or ability to learn foreign university partnerships and establishing Memo of Understanding study abroad agreements. Extensive experience with complex student advising and crisis management.
    Salary & Benefits
