    REQUIRED SKILL: It is required that the incumbent have collection management experience.

    HIGHLY DESIRED SKILLS:
    • It is highly desired that incumbent has successfully completed Certified Collections Management Professional Fundamentals (through the Defense Intelligence Agency), or equivalent courses.
    • It is highly desired that the incumbent has successfully completed Analysis 101 or equivalent military or civilian analysis training.
    • It is highly desired that the incumbent possess CI Special Agent credentials from a Department of Defense accredited Basic Investigator Course.
    • It is highly desired that the incumbent possess a Bachelor of Science degree or higher from an accredited US college or university.

    As a INTELLIGENCE OPERATIONS SPECIALIST you will be responsible for the following duties:

    • Conducting research and management of intelligence collection requirements focused on foreign intelligence entity attempting to collect classified or sensitive DoD technology information in cleared industry and national intelligence priorities.
    • Collecting, evaluating, developing and maintaining intelligence databases required for counterintelligence collection operations, reports, projections and briefings for assigned area.
    • Writes, reviews, and publishes raw intelligence in the form of intelligence information reports (IIR).
    • Produces operational intelligence, evaluates intelligence information reports, and drafts source directed requirements.
    • When authoring finished intelligence products, uses analytic methods and analytical tradecraft in accordance with IC Directive 203.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

    You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility.
    Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:
    • Concepts, principles, practices, and techniques associated with intelligence, counterintelligence, law enforcement, and related disciplines;
    • Terminology, methodology, and intelligence gathering techniques, and research and analytical techniques as applied to complex assignments in CI analysis;
    • Collection management and intelligence collection requirement databases, such as CHROME and CRATE;
    • Communicate complex ideas orally and in writing to senior officials.
    Specifically you will be evaluated on the following competencies:
    • Collection Resources Management - Receives and analyzes customer requirements, determines resource availability and capability, prioritizes and develops collection strategies, identifies task collection resources, evaluates performance and/or reporting, and updates collection planning.
    • Oral Communication - Gains and applies knowledge of capabilities, limitations, and accesses of the intelligence source disciplines, strengths and weaknesses of specific technical sensors/platforms, and human sources in area of responsibility. Knowledge of IC collection management processes, systems, and tools. Demonstrates knowledge of collection strategies, targeting, assessment and methodology, feedback, and source validation/vetting processes.
    • Collection Systems Capabilities - Applies knowledge of relevant customer organizations or operations (e.g., military, policy-makers, and law enforcement), including how to translate requirements to provide appropriate output or response to meet customer needs.
    • Writing - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Customer Operations and Requirements - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for the intended audience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
