EMS Supervisor - Internal Only

  • Under limited supervision, this position supervises and directs the delivery of skilled emergency and non-emergency medical services. Incumbents may be assigned to specialty positions including administration, EMS field operations, EMS community outreach/prevention, EMS training, or EMS logistics. Reports to the EMS Manager.
     
     
    ESSENTIAL JOB FUNCTIONS 
    Responds to emergencies; evaluates responding resources; modifies response assignments as necessary; coordinates multiagency responses; formulates action plans, assigns tasks, directs an on-going operational evaluation, and deploys additional resources as needed; re-distributes uncommitted resources for best advantage, safety considerations, hazard control, and public relations; and serves as incident commander or sector commander, as appropriate.
     
    Responds to fire and EMS incidents; assumes responsibility for the supervision and provision of basic and advanced life support emergency medical care and rescue activities; and ensures the appropriate level of care while transporting patients to the appropriate medical facility based on patient presentation, regional protocols, and departmental Standard Operating Procedures.
     
    Provides direct patient care and supervision of patient care in the pre-hospital environment to include, but not limited to the utilization of monitor, defibrillators, medication administration, endotracheal intubation, IV therapy, and other associated tasks; and assists with the coordination of formal post-incident analysis of significant emergency incidents.
     
    Performs duties associated with the management of patient care reporting systems to include chart audits, daily system reviews for report completion, provider accountability and the ability to assist providers with troubleshooting reporting system issues.
     
    Coordinates with fire, police, and other public safety agencies to facilitate patient care in Immediately Dangerous to Life or Health (IDLH) environments such as confined space, entrapments, and structure fires, rescue operations; and coordinates work with other public safety agencies during emergencies or disaster situations and with various health care entities to facilitate the seamless continuum of patient care.
     
    Responsible for the effective supervision and administration to include budget preparation and monitoring expenditures, staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities.
     
    Performs duties associated with the management of biomedical equipment to include but not limited to the development and management of a biomedical inventory management system, the maintenance and servicing of department biomedical equipment, and oversite of the purchase of necessary biomedical equipment.
     
    Responsible for the overall daily management of EMS equipment; responsible for the inspection of apparatus, equipment, and stations; coordinates vehicle maintenance and the delivery of reports, supplies, and station materials; coordinates service work orders; investigates accidents and injuries involving departmental personnel and/or medical equipment; and ensures equipment and personnel readiness and a timely response to emergency incidents.

    Performs duties associated with the training of department personnel to include but no limited to all tasks associated with the oversite of all EMS Training programs to include initial certification courses and post certification continuing education requirements.
     
    Safely operates emergency vehicles including but not limited to light duty emergency response vehicles and ambulances; and reports other than minor defects for specialized attention; maintains proper inventory of equipment and supplies as required by state and departmental guidelines.
     
    Serves as a department representative at various meetings or on various committees at the department, city, regional, or state level as required; assists the public by providing medically related services, tours, public presentations, or events to promote medical or safety consciousness; and receives, investigates and responds to complaints from the public or staff and pursues appropriate action as indicated to resolve identified problems.
     
    Follows all state, regional, local, and departmental emergency medical services regulations, guidelines and protocols.
     
    Performs other related work as required.  Individual assignments will be determined by supervisor based on current workload and department needs.
    Knowledge of Job: Has thorough knowledge of the principles, methods and equipment used in Emergency Medical Services and the Incident Command System (ICS). Has considerable knowledge of applicable laws and ordinances and of departmental policies, procedures and regulations. Has considerable knowledge of the operating characteristics and service requirements of emergency medical service and rescue equipment. Has considerable knowledge of the hazards involved in emergency response operations and of the applicable safety precautions. Has considerable knowledge of street layouts in the city and surrounding jurisdictions. Has considerable knowledge of basic and advanced emergency medical procedures and techniques. Has general knowledge of the principles and practices of municipal emergency medical services organization and administration. Has entry level knowledge of the principles of supervision, organization and administration. Has knowledge of the current literature, trends and developments in the field of emergency medical services. Is able to plan, direct and coordinate the effective use of emergency medical services equipment and personnel. Is able to maintain discipline and respect of subordinates and to lead effectively. Is able to exercise initiative in meeting and resolving emergency situations. Is able to analyze situations quickly and correctly and adopt effective courses of action with regard to surroundings and circumstances. Is able to prepare and maintain routine work records and reports. Is able to train and instruct in modern emergency medical services principles, practices, and procedures. Is able to effectively express ideas orally and in writing. Is able to establish and maintain effective working relationships as necessitated by work assignments.
     
    Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communications and interacts with all city departments and divisions, co-workers and the general public.
     
    Quantity of Work: Maintains effective and efficient output of all duties and responsibilities as described under “Essential Job Functions.”

    Coordination of Work: Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Attends meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Maintains a calendar for meetings, deadlines and events.
     
    Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies. Sees that the standards are not violated. Maintains a clean and orderly workplace.
    Requires a high school or GED and 5 years of experience in the provision of emergency medical care E-911 system as a certified paramedic; or related field or an equivalent combination of education and experience. 1 - 2 years of supervisory experience is preferred.
      
    SPECIAL REQUIREMENTS 
    Possess and maintain a Commonwealth of Virginia Certification as an Emergency Medical Technician –Paramedic, or possess a National Registry certification as a Paramedic and have the ability to obtain a Commonwealth of Virginia Emergency Medical Technician-Paramedic certification within 30 calendar days of employment.
     
    Possess and maintain a current American Heart Association Basic Life Support certification (CPR). Possess and maintain a current Advanced Cardiac Life Support (ACLS) certification.
     
    Possess and maintain a current Pediatric Advance Life Support (PALS) certification or a Pediatric Education for Pre- hospital Professionals (PEPP).
     
    Possess and maintain a current International Trauma Life Support (ITLS) or a Prehospital Trauma Life Support (PHTLS) certification or have the ability to obtain the certification within 90 calendar days of employment.
     
    Possess and maintain a Virginia Department of Fire Programs approved Emergency Vehicle Operator Course (EVOC) or have the ability to obtain to the certification within 90 calendar days of employment.
     
    Possess the Texas A&M Engineering Extension Service (TEEX) AWR 160: WMD / Terrorism Awareness for Emergency Responders certificate, or other hazardous materials awareness course as required by the Virginia Office of EMS or have the ability to obtain to the certification within 90 calendar days of employment.
     
    Successful completion of the Virginia Office of EMS Mass Casualty Incident Management (MCIM) Modules I and II courses within 90 calendar days of employment.
     
    Successful completion of the Tidewater EMS Council ALS Sanctioning Process within 90 calendar days of employment.
     
    Successful completion of the Portsmouth Fire, Rescue, and Emergency Services (PFRES) Field Training and Evaluation Program (FTEP).
     
    Successful completion of background checks to include: local and state criminal history checks, Virginia Office of Emergency Medical Services criminal history and background checks via the Central Criminal Records Exchange (CCRE) of the Virginia State Police / Federal Bureau of Investigation, and sex offender registry check.
     
    Possess a valid driver’s license with an acceptable driving record.
     
    Successful completion of a pre-employment and annual medical evaluation and substance abuse testing with satisfactory results.Physical Requirements: Must be physically able to operate a variety of machinery and equipment including ambulances, two-way radios, calculators, hydraulic and air tools, suction units, immobilization equipment, intravenous catheters, cardiac monitors/defibrillator/pacers, stethoscopes, laryngoscopes, hand tools, etc. Must be able to operate motor vehicles. Must be able to carry people and objects in excess of 100 pounds. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or upon varying terrain, surfaces or physical structures. Physical demand requirements are those for very heavy work. Has physical strength and agility to perform prolonged and arduous work under adverse conditions when required.

Requires the ability to speak to people with poise, voice control and confidence.
     
    Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions, to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.     Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical terminology and emergency response terminology.
     
    Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate decimals and percentages; to interpret graphs; to perform calculations involving variables, formulas, square roots, and polynomials.
     
    Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.
     
    Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using emergency medical equipment and hand tools.
     
    Manual Dexterity: Requires the ability to handle a variety of items such as emergency medical equipment and hand tools. Must have minimal levels of eye/hand/foot coordination. Requires the ability to deal with citizens and employees under stressful, sensitive, emotional, and hazardous conditions.

    Color Discrimination: Requires the ability to differentiate between colors, and shades of color.
     
    Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
     
    Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via a telephone and two-way radio.
