IT Specialist (Data Management)

  • Duties

    • Serves as a member of a team responsible for the planning, development, implementation, and administration of critical systems and system components.
    • Develops requirements for system acquisition, installation, configuration, upgrade, and integration of database software, storage systems, and operating systems.
    • Uses industry standard query languages to develop queries and scripts that produce standard and specialized reports.
    • Provides technical support to database users and developers on account access procedures.
    • Documents, monitors, and administers backup systems and performs recovery procedures when required.
    • Prepares database documentation in accordance with policy and standards. Documentation may include functional descriptions, systems configuration diagrams, maintenance procedures, test and implementation plans, cost analysis, performance analysis, specifications documents, contingency and disaster recovery plans, and standard operating procedures.

    Qualifications

    In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

    To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in 4 out of the 5 areas: Develop and implement critical database systems; Install and configure database software and operating systems; Use Standard Query Languages to develop queries and scripts; Provide technical support to database users and/or developers; Develop and maintain applications on operating systems such as OpenVMS, Oracle, and Linux.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 04/24/2024.

    This position does not allow substituting education for experience.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified and 2) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category. Veterans' preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent will be listed in the highest quality category (except in the case of scientific or professional positions at the GS-09 level or higher).
