SUMMARY OF RESPONSIBILITIES: This class is responsible for working within the PWC Information Systems application portfolio to support business technology initiatives. This requires a strong functional knowledge to support the analysis of business requirements and to develop system solutions. Responsibilities include application production support, problem resolution, participating in system upgrades, design, testing, in applications, interfaces, reports, workflows and forms. Responsibilities may also include, but are not limited to, participating in planning, coordinating installations, upgrades, configurations, testing, performance optimization and systems analysis. This position will provide technical solutions to business problems by identifying needs and requirements and developing the appropriate technical solution documents. The position also provides estimates on software design, development, and testing activities. The position will also assist in diagnosing and troubleshooting performance issues and executing production changes. The IT Business Analyst operates under the supervision of the IT Utilities Applications Manager. Extended hours and on-call availability are required. Performs other related work as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures, as appropriate; demonstrated experience eliciting requirements; good working knowledge of Enterprise Applications, ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs; proven ability to develop the following artifacts: functional requirements thorough knowledge of system development lifecycle process; thorough knowledge of computer application architectures, data design, applications management techniques and system processes; general knowledge with large ERP and CRM installations and complex application integrations, preferably Oracle applications; general knowledge of basic SQL statements; ability to communicate effectively, both orally and in writing; ability to develop and maintain effective working relationships with vendors, contractors and all levels of employees; ability to set up and maintain documentation.
PREFERRED QUALIFICATIONS: Experience working with Oracle applications such as Oracle C2M, WAM, WACS. Experience working with job schedulers such as CA Workload Automation or other. Experience working with a ticketing system such as ServiceNow or other. Previous experience in utilities or other related industry is a plus; Previous experience implementing and supporting applications in a corporate environment required and project management experience a plus. Strong skills in facilitating solution discussions across multiple departments and vendors. Strong presentation and communications skills with the ability to clearly articulate business requirements, model business systems workflow and define system behavior in written design documents. Strong problem solving, analytical and organizational skills with an attention to detail. Proven track record of successful engagement in the discovery and elicitation of business objectives, requirements and execution of related documentation, Solid understanding of the Software Development Lifecycle (SDLC) and Application Lifecycle Management (ALM). Basic understanding of Oracle Relational database (RDBMS).
MINIMUM QUALIFICATIONS: (either)
(A) Graduation from an accredited four (4) year college or university with a Bachelor’s degree in a technical major and a minimum of four (4) years of experience as a Business Analyst or similar position OR
(B) Graduation from an accredited two (2) year college/technical school with an Associate’s degree/certification in a technical major and a minimum of eight (8) years of experience as defined in (A) above
SPECIAL REQUIREMENTS: Must possess and maintain a valid driver’s license. ECBA (Entry Certificate in Business Analytics) certification or obtain ECBA (Entry Certificate in Business Analytics) certification within the first 6 months of employment.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
