Catholic Charities of the Archdiocese of Dubuque is seeking a full-time Program Manager based in our Waterloo office to promote the agency’s mission. This position is responsible for overseeing Outreach programs (Case Management, Jail & Prison Reentry, and Volunteer services) and facilitating relationships with community organizations and parishes through regular outreach activities. Due to supervising staff in different offices, this position may require regular travel to Dubuque, Cedar Rapids and Waterloo as well as travel to other community meetings or events throughout the Diocese.

JOB DUTIES/TASKS:

• Provide program oversight for all aspects of Case Management and Jail & Prison Reentry services including supervision of Case Managers, Reentry Coordinators and Housing supportive services staff

• Provide Case Management services with clients when needed. Obtain HUD Housing Counseling certification.

• Monitor for compliance of grant guidelines for programs in the Outreach division

• Collect data from all divisions to support agency quality assurance projects

• Review Filemaker & CounselorMax database systems to regularly provide staff feedback on documentation in order to track client progress and data for programs

• Oversee the direct assistance program and respond to inquiries for client assistance from parishes, organizations, and community groups

• Maintain knowledge of current social work ethics, boundaries and best practices for providing services to clients

• Oversee Volunteer Services to ensure that all Catholic Charities and Archdiocesan procedures and guidelines are followed including background screenings of volunteers/interns and all other necessary volunteer paperwork

• Communicate with Grants & Outreach Director to receive guidance on the status of outreach services

• Collaborate with PR Director to complete marketing tasks such as social media posts, website content, parish bulletins, client stories and other marketing projects

• Set up and coordinate webinar functions for all departments and track outreach data for all divisions

• Attend local community groups/committees and meetings to represent Catholic Charities

• Provide resources to parishes and communities during times of disaster

• Develop relationships with community organizations

• Travel regularly throughout the Archdiocese for requested presentations and/or parish visits

• Other duties as assigned by supervisor

A Bachelor’s degree from an accredited college or university is required. A minimum of five (5) years experience in community outreach, public relations, communications, marketing, social work or related field. Experience working for a non-profit is preferred. Must possess a valid and current driver's license and automobile insurance. Must have reliable transportation; business related travel will be reimbursed. The candidate should possess a dedication to advancing the mission and strategic plan of Catholic Charities and an understanding of the scope of services Catholic Charities provides and an ability to effectively communicate this to stakeholders (i.e., clients, residents, community partners, parishes, etc.). Must be able to read, write and speak English and have a multicultural awareness and competency to effectively work with culturally diverse communities.
