  • Overview:

    The Town of Alstead is seeking an organized and detail-oriented individual to join our team as a Land Clerk. As Land Clerk, you will play a crucial role in providing administrative support ensuring accuracy and efficiency in the property transactions processed through the Alstead Selectmen's Office. This is a part-time position, with flexible hours and a variable workload depending on the number of property transactions to be processed.

    Responsibilities:

    • Collect, research, and respond to public property inquiries, working with the Planning Board/Zoning Board of Adjustment Administrator (Land Use Admin) where needed.
    • Process real estate transactions weekly and follow up with assessors with questions when applicable.
    • At year’s end, gather all of the year’s real estate transactions into a zip file and store it in the Property Transactions – annual folder in the shared folder on the Town server.
    • Review Excavation and Timber intents upon submital, and prep for Board signature.
    • Give signed intents to Select Board Office Administrator for logging on the card, communicating to logger, and reporting intent to DRA with a copy to the town Forestry advisor.
    • Process Timber reports according to the established Division of Forests and Lands process, to generate an accurate timber tax bill for the Tax Collector.
    • Process Current Use applications, evaluate for completeness, and monitor from pickup through to recording at the Cheshire County Registry of Deeds and response to the applicant.
    • Identify the need for a Land Use Change Tax and complete the necessary forms when indicated for a parcel in Current Use that has been disturbed, whether notified via a real estate sale, or via a building or driveway permit application.
    • Process tax credit and exemption applications and monitor from pickup through to response to the applicant.
    • Enter Building, demolition and driveway permits provided by the Select Board Office Administrator into property cards, add to the pickup folder, and monitor to ensure that pickup processing is performed by the assessing firm.
    • Manage the annual pickup folders, prepare the data and provide it to the Assessing firm in March/April annually.
    • Collect map updates (parcel mergers, boundary line adjustments, or subdivisions from Land Use Admin) for annual submission to the mapping firm in the same time frame.

    Process subsequent follow-ups as needed, for example:

    • Prepare and send Current Use responses and record
    • Solar Exemption or Veteran tax credit responses

    Manage annual land-related notifications according to the Key Assessment Dates calendar:

    • Annual religious and non-profit tax exemption status reminders in advance of 4/1 due date
    • Timber and Excavation report reminders in advance of 5/15 due date
    • Provide completed items to the Select Board administrative assistant for filing and for update of property card files. Assist with property filing where needed.
    • Maintain annual tracking spreadsheets for Land Use Change Tax, Current Use, and any other property related applications that call for it where the need arises.
    • Work with the Select Board Office Administrator to obtain any additional info needed for property related applications

    Qualifications:

    • Proven experience as an administrative assistant, secretary, or similar role
    • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe, and other relevant software applications
    • Excellent organizational skills with the ability to prioritize tasks effectively
    • Strong attention to detail and accuracy in data entry and document preparation
    • Exceptional verbal and written communication skills
    • Ability to handle confidential information with discretion
    • Municipal experience preferred
    • Real estate experience preferred
