    • Ensures contractor performs within the scope of the contract. Gives contractor any special instructions or guidance necessary to complete the work in an orderly manner.
    • Identifies veterinary care needs (including vaccinations, treatment of injuries, and euthanasia) at the facility and schedules veterinarian services accordingly.
    • Assures that health certificates are complete, and vaccinations are current on animals being shipped.
    • Establishes/maintains effective record system relative to receiving, preparing, and disposition of animals at facility; data is current with National Wild Horse and Burro Program System (WHBPS).
    • Oversees the receipt, care, management, preparation, receiving, shipping, and adoption of large numbers of wild horses and burros at the Fallon, NV Wild Horse/Burro Facility.
    • Responsible for ensuring that technical experience and guidance is provided and applied in developing and recommending long range plans and goals; reviewing and evaluating WHB activities to recommend improvements and/or gain operational efficiencies.
    • Directs and manages the feeding and health care of wild horses and burros and arrange for transportation of animals leaving the facility. Oversee identification (body color, markings, conformation, size, weight) of wild horses and burros.
    • Basic knowledge of equine diseases, common drugs used for treatment, and ability to recognize infirmity and direct appropriate action for treatment.
    • Provides overall management and operation of the Wild Horse and Burro (WHB) Facility in Fallon, NV. This facility is primarily responsible for the holding, prepping, transport, and/or adoption of wild horses and burros.
    • Provides daily over-site of the facility developing plans and objectives for the management of the WHB Program at the Facility. Overall animal welfare and care of wild horses held at the facilities is the primary duty of the incumbent.
    • Administers and oversees compliance activities for animals to ensure they meet Bureau standards. Ensures that WHBs are receiving humane care and treatment and titles to wild horses or burros are issued in accordance with regulatory requirements.
    • Solves problems, set goals, develops plans and work schedules, assigns work, and monitors accomplishments.
    • Prepares, plans, and tracks budget expenditures and work accomplishments.

    Qualifications

    For the GS-11 Level:
    Must have one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as developing national wild horse program policies and standard operating procedures to maintain the health of wild horses, burros, and rangelands; coordinate training and technical assistance on all aspects of wild horse and burro program; assist in resolving complex, controversial issues; experience gathering and removing wild horses and burros; -OR- have 3 years of progressively higher-level graduate education leading to a Ph. D. degree or equivalent doctoral degree, if related; -OR- have an equivalent combination of additional education and experience described above.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: The work consists of typical administrative office functions and arduous work performed in under arduous corral conditions working with untamed, kicking, and biting animals. The job requires that the incumbent remain vigilant and agile. The incumbent will operate government owned vehicles (with trailers attached) and all-terrain vehicles (ATV's).

    Work Environment: Administrative work is performed in a typical office setting. Field work is performed at holding facilities, corrals, and in public venues (stockyards, fairgrounds, and corrals) where work may involve 10-12-hour shifts in dusty, dry, and less than sanitary conditions. The incumbent is subjected to the hazards associated with dust and untamed animals (kicking and biting horses and burros) which could lead to injury on a daily basis.

    This position falls under the Group Coverage Qualification Standard for Administrative and Management Positions, there are no Individual Occupational Requirements for this series.

    This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment.
