    • Serve as a Lead Construction Control Representative with Construction Management, and Contracting Officer Representative responsibilities for job site construction control of contract work.
    • Serve as the Subject Matter Expert (SME) recommending changes to specifications and other criteria based on knowledge of trends in the industry, construction techniques.
    • Conducts technical field surveillance in planning, coordinating, inspecting, and reviewing of large and small contract construction projects
    • As a team leader the incumbent ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.
    • Visit various assigned project sites to keep advised of progress, to provide field interpretation of construction plans and contract requirements to contractors.
    • Perform Contracting Officer Representative (COR) duties.
    • Review project plans and specifications to determine site compatibility, identify anticipated problem areas, and to become familiar with project aspects.

    • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
    • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
    • The employee must possess or have the ability to possess certification as Contracting Officer Representative (COR).
    • This position may require the use of protective clothing or equipment.

You will receive credit for all qualifying experience, including volunteer experience.     Specialized Experience: One year of specialized experience which includes: 1) experience applying knowledge of both engineering and construction methodologies by industry trades, labor, techniques, materials and equipment, and safety practices; 2) experience providing technical guidance, developing methods of instruction for others, and/or mentoring of peers; 3) experience preparing comprehensive construction management reports and/or investigate contractor's invoices for compliance to the approved scope of work, and maintains all project documents as associated with all construction activities and 4) experience reading and interpreting engineering and architect plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
