    Duties

    • You will serve as a Management Analyst in the Base Level Communications Planning Division (N51), Plans, Programs and Requirements Department (N5) at Naval Computer and Telecommunications Area Master Station Pacific (NCTAS PAC).
    • You will be responsible for processing telecommunications vendors' invoices and providing billing data to other Financial Management, Comptroller (N00FM) codes for the processing of vendor payments for assigned locations.
    • You will import/export and review data as necessary into approved systems from vendors/ other agencies.
    • You will conduct a review of prior invoices and amounts certified by the Government as valid and compare prior invoices and certifications, detailing differences.
    • You will liaison with telecommunications vendors to resolve discrepancies, prepare reports, and make recommendations to the supervisor on how to resolve discrepancies.
    • You will monitor and track funding levels for all Base Communications Office (BCO) supported activities.

    Qualifications

    Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

    -Experience utilizing Microsoft Office Suite applications such as Access, Excel, Word and PowerPoint or similar systems.
    -Experience recognizing trends in budgetary discrepancies and recommending resolutions.
    -Experience communicating billing issues with vendors and customers.
    -Experience generating reports and responding to customer and vendor inquiries.

    This position is within the Work Category TECHNICIAN & ADMINISTRATIVE SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-0343-09.

    Education

    Successful completion of a master's or equivalent graduate degree; or

    Successful completion of two full years of progressively higher level graduate education leading to such a master's degree; or

    Possession of an LL.B. or J.D., if related to this position being filled.

    The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
