Management and Program Analyst (Position Management)

  • Duties

    • Evaluates position management in assigned organizations within delegated authority and assists supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
    • Provides or assists in the presentation for Work Force Planning and Position Management.
    • Advises supervisors and management officials on implementing position management request/requirements. Work with Classification on position descriptions.
    • Writes detailed reports of findings and presents to manager/supervisor.
    • Data gathering and analytical techniques, and systems evaluation methodology. Identifies and develops data required for use in the management and direction of programs.

    Qualifications

    For GS-07:
    One (1) year of specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is further defined as providing assistance to management by compiling records & reports on various topics; proficient with computer software programs and databases; OR completed 1 year (18 semester hours) of graduate education in any field; OR completed 4 years of education in any field leading to a bachelor's degree AND meet the provision of Superior Academic Achievement (S.A.A.) See OPM Quals Standard-General Policies E(4)(f); OR a combination of equivalent specialized experience and education described above.

    Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

    For GS-09:
    One (1) year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is further defined as providing assistance to management by compiling records & reports on program goals, budgets, and staff levels to determine problems for study by higher level employees; OR a master`s or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR a combination of education and experience described above.

    For GS-11:
    One (1) year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is further defined as experience applying business and administrative processes and procedures to include position management and policy development. Experience applying analytical and evaluative methods and techniques to analyze data, provide feedback, prepare reports, present briefings, or develop partnerships; OR a Ph.D. or equivalent doctoral degree; OR completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of education and experience described above.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

    This position falls under the Management and Program Analyst Series, 0343 Individual Occupational Requirements (IOR).

    This position allows for education to be substituted for specialized experience (see qualification section for education requirements).
