    ABOUT THE ROLE

    The CRA and Fair Lending Officer serves as MVB’s primary point of contact for community development initiatives.  This position is responsible for managing and overseeing the day-to-day functions of the Community Reinvestment Act (CRA) program as well as the fair lending program.  This position reports to the Chief Compliance Officer and Head of IRM.

    WHAT YOU’LL DO

    • Develop, implement, and manage MVB’s CRA Program, including policies and procedures, to ensure a satisfactory CRA rating. 
    • Ensure that a proper CRA notice is posted in the lobby of all applicable MVB locations.
    • Perform periodic self-assessment of the CRA program (Lending, Investment, and Service) and provide reporting to management.
    • Identify issues limiting CRA lending and investment activities and cultivate solutions.
    • Act as the primary contact with examiners or auditors for any CRA related issues, providing data or other requested information to examiners during CRA examinations.
    • Keep abreast of regulatory development in CRA.
    • Manage CRA compliance with technical aspects of the regulations including CRA data collection, submissions, maintenance, reporting analysis and disclosure.
    • Assist in the development of new products to ensure that MVB’s lending programs, deposit products and other financial services are designed to enable MVB’s community neighbors to purchase businesses and build financial security.
    • Assist in the coordination of MVB’s community outreach activities and community development service events.
    • Identify opportunities for community development projects and serve as assistant liaison with external stakeholders such as community development organizations.
    • Ensure records for CRA eligible Community Development activities and donations are maintained.
    • Serve, where appropriate, as a member of civic, professional, and community development organizations that contribute to MVB’s CRA objectives.
    • Communicate ways by which management and staff can address fair lending responsibilities for MVB’s lending practices and standards.
    • Assist lenders in identifying and originating loans that meet the criteria of CRA in MVB’s CRA assessment areas.
    • Foster a culture where all MVB Team Members and the Board of Directors have a good understanding of both CRA and fair lending laws applicable to their position.
    • Implement training events to ensure compliance with CRA and fair lending policies and regulations.
    • Handle any verbal or written complaint(s) received that impact the CRA performance and issue a response to the complaint.
    • Maintain a list of MVB’s branches, their street addresses and geographies and list of branches opened or closed by MVB during the current year and the prior two years, their street addresses and geographies.
    • Keep maps of each assessment area showing the boundaries of the area and identifying the geographies contained within the area.
    • Perform regular fair lending reviews of lending activities.

    EDUCATION & WORK EXPERIENCE

    • Bachelor’s level or above related business degree
    • Minimum of 5-7 years of experience that is directly related to the duties and responsibilities specified
    • Demonstrated abilities in community engagement, planning and outreach activities
    • Report and proposal development and presentations
    • Public communication, both written and oral
    • Ability to work in fast-paced environment with many interruptions
    • Proficient skills with financial spreadsheets and office software.
    • Ability to simplify complex projects by focusing on key issues, activities and goals and identifying and acting upon a critical path
    • Ability to identify obstacles, manage expectations internally at MVB and externally with clients, and to effectively create solutions to problems which arise.
    • Well-developed analytical and problem-solving skills.
    • Strong verbal and written communication skills.
    • Demonstrated ability to speak publicly as an expert in the field of community development, finance, and tax credit investing.
    • Excellent time management skills with the ability to effectively manage client timelines and needs.
    • Excellent interpersonal and teamwork skills, as well as ability to work independently.
