Job Description
The Licensing Manager is responsible to the Director and Deputy Director of Licensing and performs highly complex managerial work administering and overseeing the daily operations and activities of assigned licensing programs and section staff. Work includes planning, assigning, training, evaluating, and managing team leads, CARE staff and Licensing and Permit Specialists. Developing, establishing and reviewing goals, objectives, priorities and procedures; developing and monitoring standards for achieving established goals; developing staff schedules to ensure appropriate coverage; preparing and evaluating statistical and workload reports; and monitoring the productivity of section staff. Assisting the Director and Deputy Director in the development, evaluation and implementation of policies and procedures governing the operations of the division, including application processing and prioritization of workload and special projects. Work requires performing consultative and technical work in the planning, development, and implementation of new regulatory programs, legislative changes to current regulatory programs, and licensing software functions and enhancement. Work requires frequent contact with the public and other divisions within the agency. Work is performed under limited supervision with moderate latitude for the use of initiative and independent judgment.
Essential Duties
Minimum Requirements
Five (5) years’ experience reviewing and processing initial applications and renewals for occupational, professional, or other regulatory licenses required. Four (4) years’ experience as a manager, supervisor, or team lead required. Managing, supervising, or leading a regulatory team preferred. Experience evaluating and/or implementing legislation relating to the regulation of licensing programs is preferred. Experience evaluating processes/procedures and developing and implementing improvement initiatives is preferred. Graduation from a standard senior high school or equivalent required. Graduation from an accredited four-year college or university with major course work in a field related to management or public administration is preferred.

Ability to establish goals and objectives; to devise solutions to administrative problems; to assign/supervisor the work of others; and to develop, evaluate and interpret administrative policies and procedures. Ability to plan, assign, supervise and train others; to gather, assemble, correlate, analyze facts, and, to prepare and present concise reports. Ability to maintain a professional demeanor and attitude; and, to motivate and achieve results through others.
