    Job Description

    The Systems Analyst (Analyst) is selected by and responsible to a Manager of Software Development Services and performs highly complex computer systems analysis work. The Analyst works closely with Information Technology (IT) staff and Office 365 (O365) SharePoint and MS PowerApps users to analyze user requirements, provide project estimates, and perform detailed design, coding and testing of approved solutions. May supervise the work of others. The Analyst works with limited direction with considerable latitude for the use of initiative and independent judgment. The Analyst performs related duties as assigned, including participating in extensive opportunities to acquire additional skills in support of IT needs. Occasional weekend and evening or on-call work may be required. Minimal travel may be required.

    Essential Duties

    • Designs, modifies, and implements new and revised methods to effectively meet agency needs.
    • Develops, maintains, and delivers services and solutions using applications such as Microsoft Access, Microsoft Teams and SQL Server.
    • Reviews database design and integration of systems, provides backup recovery and makes recommendations regarding enhancements and/or improvements.
    • Maintains security and integrity controls. Adheres to TDLR policies, procedures, and standards relating to database management, and monitors transaction activity and utilization.
    • Initiates, assists, and works with cross-divisional teams to complete updates/upgrades for the agency’s databases.
    • Assists in creating documentation, cataloging and maintenance of Data Dictionaries.
    • Assists in maintaining data resources, databases, cloud storage, data sets and data models.
    • Assists in preparation of concise, comprehensive technical reports to present and interpret data, identify alternatives and make and justify recommendations on data revisions.
    • Provides daily production system support and user support.
    • Develops documentation in supported of related responsibilities.
    • Builds strong relationships with Information Systems and business partners.
    • Develops, analyzes, and revises system design procedures, program code, test procedures and ensure that all quality, functional, capacity, and security requirements standards are met.
    • Trains staff prior to the implementation of technical systems and provides user and technical support during and after the implementation process.
    • Identifies, investigates, and resolves production issues.
    • May supervise, plan and/or assign the work of others.
    • Complies with division and/or agency training as required.
    • Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement, and support to other members of the staff and team, while upholding the Agency’s core values.
    • Keeps management appropriately informed of ongoing activities and critical matters affecting the operations and well-being of the applications, systems, and the Department.
    • Adheres to all Department procedures and personnel policies and performs other related work as assigned and required to maintain Division operation.

    Minimum Requirements

    Required experience:

    • Two (2) years in analysis, design, development, and implementation of an electronic licensing or similar system.
    • Two (2) years programming in Microsoft Access.
    • Experience requirements may run concurrently.
    • Graduation from an accredited four-year college or university with major coursework in data processing, computer science, business administration, or a related field is generally preferred and may substitute for the Microsoft Access and electronic licensing or similar system experience requirements.
    • Experience with Microsoft SQL Server reporting Services and Power BI.

    Strongly preferred experience in/with:

    • MS SQL Server Management Studio
    • O365 products, including Power BI, Teams and MS Power Platform Suite
    • Development of User Interface standards and design
    • Azure

    Experience that is helpful:

    • Microsoft Windows C# application development
    • Team Foundation Server (TFS) administration or use
    • TFS/non-TFS application life cycle tools
    • GoAnywhere Managed File Transfer (MFT) administration or use
    • Application security vulnerability assessment
    • Windows Server operating system permissions
    • Working with an Active Directory environment

    Remarks

    The successful candidate will have: Knowledge in the development and use of Data Warehouse environments; of statistics and analyzing data sets; and, of running queries, report writing, and presenting findings. Knowledge of Texas Public Information Act; and, of data models, database design development, data mining, and segmentation techniques. Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data; and, of standards for User Interface(s). Skill in SQL Server Management Studio, or a similar software building queries; in Tableau, Power BI, or a similar data analytics software program; and, in SQL Server Reporting Services, or a similar reporting software. Familiarity with file management and data transfer tools like GoAnywhere and WinSCP. Skill in the use of computers and applicable software, including MS Office suite applications; in analyzing problems and devising effective solutions; and, in conducting data searches. Skill in evaluating and translating large amounts of data; in critical thinking; and, in gathering and defining requirements. Skill in organizational, planning; and, in scheduling, testing, installing, documenting, and implementing programs and troubleshooting computer issues. Ability to compile, review and analyze data and procedures; to write and revise standards and procedures; and, to manage multiple tasks. Ability to prepare reports; to maintain accuracy and attention to detail; and, to work with customers to define and document detailed performance and other measurements. Ability to communicate effectively, orally and in writing; and, to work effectively and cooperatively with all staff.

    Pay: $71,148.00 - $82,362.00 per year
