Review and permit residential, land development, subdivision and commercial construction plans to ensure compliance with Greenville County's Flood Damage Prevention Ordinance along with local, state and federal regulations. Assists the Floodplain Administrator with the duties and responsibilities for managing the County's floodplain management program. Assumes the duties of the Floodplain Administrator in their absence. The individual will be responsible for plan review and inspections involving structures and development in or near the floodplain areas of the County to ensure compliance with all applicable codes and ordinances of the County, National Flood Insurance Program (NFIP), ISO Community Rating System (CRS), Hazard Mitigation Plan and the county's floodplain buyout program. Exercises good customer service techniques, such as listening, effective communications and problem solving; communicates with a variety of individuals including architects, engineers, surveyors, contractors, utility companies, homeowners, general public, and county staff. Discusses problems and solutions with appropriate parties regarding compliance of County codes and ordinances and other pertinent regulations. Receives, investigates and answers various complaints from the general public, owners, etc. Works in concert with other County, State and Federal Agencies in the administration of various programs relating to floodplains. Develops and delivers continuing education programs for contractors, realtors, insurance agents and design professionals. Inspects development in the floodplain. Residential, Commercial, Subdivision, Zoning, and Land Development plan review for compliance with the floodplain ordinance; discusses problems and solutions with appropriate parties and issues floodplain development permits. Prepares and processes a variety of reports, records and information such as inspection reports, letters to contractors, architects, and engineers. Keeps abreast of current codes and code changes by attending meetings and seminars. Maintain the NFIP/FEMA floodplain maps and flood studies for the County of Greenville. Monitors Federal and State floodplain legislation and initiates required changes to the County Flood Damage Prevention Ordinance. Oversees development of Floodplain studies by consultants; reviews hydraulic/hydrologic studies from engineers for floodplain compliance. Administers FEMA/State/County Federal grants and projects as they relate to the floodplain; implements and updates the floodplain portion of the Multi-hazard Mitigation Plan. Prepares and presents information for Subdivision, Zoning, Land Development meetings and other organizations. Member of the Disaster Damage Assessment Team. Performs other duties as required. Bachelor's degree in construction technology, architecture, engineering or related field is required; supplemented by three (3) years of experience in construction management, drafting, plan design or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina Driver's License. Must possess or able to obtain within 1 year of employment the Certified Floodplain Manager certification.
