    The State of New Hampshire, Department of Transportation, Bureau of Policy and Administration has a full-time vacancy for a Compliance Review Officer (Program Specialist I).

    SUMMARY:

    To provide technical support, research, review, and to enforce Federal Labor Standards outlined in the External Contract Compliance Program. As assigned, conduct monitoring and audits of Federal-Aid Highway Construction projects. Perform, compile, and complete detailed reports and confer with the US Department of Labor on interpretation of Federal laws and regulations and wage issues pursuant to enforcement of the Davis-Bacon Act.

    18 Months of additional relevant experience = Associate's degree

    36 Months of additional relevant experience = Bachelor's degree

    MINIMUM QUALIFICATIONS:

    Education: Bachelor's degree from a recognized college or university with major study in communications, event coordination, marketing, paralegal studies, business management, human resources, or related field. Each additional year of approved formal education may be substituted for one year of required work experience.

    Experience: Two years of professional or paraprofessional experience in communications, event coordination, marketing, paralegal assistance, business management, human resources, or related field with responsibility for planning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.

    License/Certification: Applicant must possess a valid driver’s license and/or access to transportation for statewide travel. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

    SPECIAL REQUIREMENTS:

    All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations, and administrative orders. This position requires considerable travel time on a near daily basis.

    PREFERRED QUALIFICATIONS:

    Knowledge of laws and regulations related to Labor Compliance, including certified payroll reports, Titles VI and VII of the Civil Rights Act of 1964, as amended, rules and regulations of the Equal Employment Opportunity Commission, and Executive Orders 11246, 11375, 11478, and 12138 is preferred. Ability to write technical information. Computer proficiency in Microsoft Office Suite including word and excel.

    RESPONSIBILITIES:

    Conducts specialized Labor Compliance audits on state and Local Project Administration (LPA) Federal-aid construction projects.

    Assists with subcontractor approvals for Local Project Administration (LPA), coordinates with the Construction Bureau for all subcontractor approvals for state managed projects.

    Audits and reconciles Davis Bacon payrolls associated with Federal Projects.

    Compiles and completes detailed reports and confers with the US Department of Labor on interpretation of Federal laws and regulations and wage issues pursuant to enforcement of the Davis-Bacon Act.

    Reviews contracts for contract requirements on Federal-aid projects.

    Processes contractor requests for additional wage classifications to ensure the classification of work and wages paid to employees on Federal projects conform to published Wage Decisions under Davis Bacon Act.

    Conducts employee interviews and verifies bulletin boards on Federal-aid construction projects for Form FHWA 1273 to validate information being reported on certified payrolls documents.

    Prepares documentation for and participates in conducting Pre-Construction meetings to brief contractors on Federal, state, and NHDOT contract requirements as required.

    Conducts Contractor Compliance and LPA Certification Training classes.
