    DIRECT HIRE AUTHORITY: This position is being filled through the Office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

    This Direct Hiring Authority is based on an urgent critical hiring need to support permitting needs across the United States Department of the Interior. The Office of Personnel Management has approved the use of this Direct Hiring Authority through December 31, 2025.

    THIS IS A TERM POSITION NOT TO EXCEED 3 YEARS BUT MAY BE EXTENDED UP TO 4 YEARS DEPENDING UPON OFFICE NEED.

    This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs. This position is for three vacancies which may be filled virtually or in Sterling, Virginia.

    This position is being advertised as both location negotiable after selection and with a duty station of Sterling, Virginia with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval.

    At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
    1. Conducts policy and regulations analyses and advise BOEM Senior Leadership and OREP management on offshore renewable energy policy development and implementation.
    2. Drafts policies for the BOEM renewable energy program in accordance with the laws and regulations.
    3. Serves as a Contracting Officer's Representative for related contracts, as needed.
    4. Reviews program documents to identify policy risks and support consistency and alignment with Departmental, Bureau and program practices, policies, delegations and regulations.
    5. Assists with the development of OREP guidance documents and standard operating procedures (SOPs).
    6. Conducts strategic planning and analysis for OREP; assists with the planning and implementation of strategic initiatives.
    7. Prepares inquiry responses and briefing materials for OREP, BOEM, and DOI management to use with Congress, state and local officials, constituent groups; other Federal agencies; and other interested and affected parties; and conduct briefings at the staff level.
    8. Analyzes the efficiency and effectiveness of current policies, procedures and/or work processes, and/or develops recommendations for revisions or new policies, procedures, and/or work processes.
    9. Proposes improvements in the design, development, documentation, and implementation of performance tracking and reporting procedures.
    10. Analyzes the effect of existing and proposed regulations, rules, policies, and Federal and/or State legislation as they relate to the functions and internal procedures of the BOEM renewable energy programs.
    11. Supports project teams in achieving their goals in a timely manner while identifying best practices for broader adoption, and consistency with existing regulations and guidance. Flexibility and the ability to quickly gain the trust of a team under pressure is required.

    Salary Information

    The salaries listed below are for the Sterling, Virginia location. If you are selected for a virtual location, your salary will be set on the pay table for which you live.

    Salary information for Sterling, Virginia
    GS-12: $99,200.00 to $128,956.00 per annum.
    GS-13: $117,962.00 to $153,354.00 per annum.

    First time hires to the Federal government normally start at the lower salary range of the grade level.

    This vacancy may be used to fill additional positions as vacancies become available.

    Qualifications

    Minimum Qualification Requirements
    To qualify for this position you must meet the specialized experience for the series to which you are applying.

    Specialized Experience
    To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
    1) Documenting standard operating procedures associated with renewable energy, including the identification, organization, standardization, and flowcharting of all renewable energy program processes and works with program management to identify associated risks or internal controls.
    2) Coordinating the work of subject matter experts to develop or revise guidance or best practices (or Notice to Lessees) for public distribution.
    3) Reviewing and analyzing offshore energy-related directives, regulatory proposals and legislative proposals; and provides management with analyses of the implication of such energy-related proposals.
    4) Assisting with the implementation of program evaluation and audit findings, as well as initiatives or projects to develop and implement new systems and/or processes that may have wider application.
    5) Drafting inquiry responses and briefing materials for use with Congress, state and local officials, constituent groups, or other Federal agencies.
    6) Coordinating internal control reviews, including analyses of in-house internal control reviews, program policies, work operations, personnel utilization, and the relative merits of different program options.
    7) Collecting and assembling evidence and documentation to close internal control findings as well as external audit recommendations.
    8) Tracking program performance statistics to ensure data accuracy and sufficiency to support program decision-making and proposed policy changes.

    Must meet 5 of the 8 above statements to qualify for the GS-12

    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

    1) Reviewing and analyzing energy-related directives, regulatory proposals, and legislative proposals; and provides management with analyses of the implication of such energy-related proposals.
    2) Compiling and summarizing substantive historical Bureau and Department information on relevant statutes, treaties, agreements, stipulations, and policy documents for use by renewable energy managers and other staff in analysis and decision-making.
    3) Participating in the analysis and development of office procedures to support the implementation of internal control findings and external audit recommendations.
    4) Tracking program performance statistics to ensure data accuracy and sufficiency to support program decision-making and proposed policy changes.
    5) Drafting inquiry responses and briefing materials for use with Congress, state and local officials, constituent groups, or other Federal agencies.
    6) Assisting with the implementation of program evaluation and audit finds as well as initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide application.
    7) Analyzing the effect of existing and proposed regulations, rules, policies, and Federal and/or State legislation as they relate to the functions and internal procedures of the renewable energy program.
