Program Manager – Transit Mobility Management

Seeking a Program Manager in the Transit Mobility Management team to manage projects and programs associated with transit planning and implementation.

Responsibilities may include, but are not limited to, the following:

• Leading technical activities associated with short-term transit system planning, service planning, analysis and services
• Collaborating the development and administration of procurements that support transit planning need studies of local governments, and rural and urban public transportation providers
• Building supportive community networks by coordinating resources, conducting outreach through public presentations, and finding innovative solutions to meet various transportation goals in communities
• Developing traditional and innovative transit service delivery in a multimodal environment across a multi-county region (i.e., Mobility On Demand)
• Coordinating with local governments, transit agencies, and public/private interest groups across the region on transit planning and funding initiatives/needs
• Researching, analyzing, and interpreting federal, State, and local regulations and administrative matters pertaining to transportation planning and funding including drafting formal comments and letters related to pending legislation
• Leading technical support activities associated with Federal Transit Administration Capital Investment Grant applications and federally required environmental studies
• Collaborating with appropriate transportation providers, industrial producers, resource agencies, and government entities on general planning and programming activities
• Overseeing the preparation, submittal, administrative support, tracking, and award obligation requirements of federal/State discretionary grant applications, as well as the selection of compatible projects
• Participating in public involvement activities
• Preparing and delivering oral presentations
• Preparing, reviewing, and tracking various written correspondence, technical reports, and other documentation
• Developing budgets, monitoring expenditures, and reporting program activities
• Supervising staff

This position requires someone who has excellent analytical, critical thinking, and problem-solving skills, as well as excellent verbal and written communication. The individual in this position will need to have familiarity with public transportation providers, staffing, accounting, and delivery measures.

This position requires at least five years of experience and a Bachelor’s degree in analytical, quantitative methods.
