Job Summary:
Village Clerk position serves as the general billing clerk for the Village. Perform monthly Utility Billing and maintenance on all water & sewer accounts. Answer questions from the public and direct them to the proper department.
The work is performed under the general supervision of the Village Council who is consulted on unusual work situations. On-going duties are performed with considerable independence according to established procedures and policies. The work is checked through accounting controls and the review of reports.
An employee in this position may be called upon to do any or all of the following: ( include tasks employee may be expected to perform.)
a. Receive payments for taxes, water/sewer billings and various other fees; issue receipts and process drop box & online transactions.
b. Maintain various records and reports, filing.
c. Assist in coordinating the computerized cash receipting accounting functions through BS&A.
d. Receive fees and building permits for various village licenses.
e. Issue garage sale permits, rental deposits for the Parks.
f. Run monthly reports and reconciliation.
a. Greet the general public, answer routine inquiries regarding village services and procedures and direct others to proper authorities and/or take messages.
b. Assist in answering and screening telephone calls to the village offices.
a. Work closely with the water department and Public Services Director to resolve billing and meter maintenance issues.
b. Loads meter reads into the reader tablet for Public Works to read meters.
5. Accounts Payable Roles & Responsibilities
a. Post business transactions, process invoices, verify financial data for use in maintaining accounts payable records.
b. Provide other clerical support necessary to pay the obligations of the organization
c. Maintain meticulous records of outstanding payables.
d. Ensure the accuracy of an organization’s financial documents for payment, auditing and tax purposes.
e. Protect businesses against unintentional overpayment.
f. Practice effective monitoring to ensure payments are made to vendors in a timely
manner.
5. Including but not limited to other responsibilities and duties.
a. Countersign and register all licenses and checks.
b. Administer oaths and affirmations.
c. Serve as Clerk of the council and will attend council meetings and some committee meetings, record all proceedings, resolutions and ordinances.
d. Apply for Grant opportunities for the Village and help to administer them.
e. Public Notary, Village will provide necessary training and bonding.
f. Freedom of Information Coordinator.
g. Prepares bi-weekly payroll.

Will train on BS&A Government Software
This is a part-time position with somewhat flexible hours, the person hired for this job can start their day at either 8:00 am or 9:00 am working approximately 28- 30 hours per week. Monday through Thursday. The pay rate for this position starts at $18.00 per hour with a review in 120 days. Immediate benefits include 11 paid holidays per year and 30 hours of personal time.
