Human ResourcesDepartment of Tribal AdministrationHourly Wage: $26.94-$30.32/Regular/Full-TimeThe Human Resource Training & Development Specialist provides advice and assistance to supervisors on training needs and opportunities, and performance reviews. The Training & Development Specialist will develop customized professional, technical and leadership training programs with the Yakama Nation structure including comprehensive curriculum from introductory through advanced levels of technical instruction for individuals, programs and departments. The Training & Development Specialist will also coordinate the employment process (e.g. administering hiring tests, scheduling interviews, new employee orientation, etc.) for the purpose of meeting Yakama Nation staffing requirements while complying with established guidelines.When necessary, function as an employee advocate to assure all employees have equal protection of rights and privileges outlined in the Personnel Policies Manual.Examples of Work Performed:Works with management to ensure timely understanding of current and future workforce needs and implements improvements to staffing processes.Conducts exit interviews and analyzes data and makes recommendations to the Human Resource Director for corrective action and continuous improvement.Organize staff training sessions, workshops and activities.Provide basic analysis and guidance to staff that has performance related obstacles.Develop effective training programs, which thoroughly meet the identified training needs, hold the interest of the trainees, and are appropriately designed for the designated level of comprehension.Accurately determine the most effective training strategies, methods, materials and settings to correspond with the type of training needed and/or the environment in which the training will be applied.Manage the training facilities and equipment with sufficient advance notice to ensure classes can be scheduled as planned.Maintain progressive knowledge of the trends in human resources, as well as, training industry topics, information, techniques and equipment, and making recommendations to upgrading training software, programs, materials and methods accordingly.Conduct training in a professional manner, according to established training standards and procedures, following approved training methods and utilizing approved training materials.Conduct presentations and training in an attentive, courteous, and responsive to trainees, while maintaining order and program schedules to ensure satisfactory coverage and completion of training information.Continually improve training program content and delivery by objectively observing trainees comprehension, retention, application of training information and reviewing summary of training evaluations in order to determine program modifications.Confer with Human Resource Director or other management as assigned to determine training objectives and curriculum and to gain knowledge of work situations requiring training for employees.Writes training programs, including course syllabus, text, handouts, outlines, exercises, pre/post tests, etc.May be assigned new projects and tasks not included on the description, or to assist other HR staff as requested by supervisor ensuring the efficient and effective functioning of the work unit.Knowledge, Skills and Abilities: Knowledge of the Personnel Policy Manual, Supervisors Manual, Compensation Manual, Master Class Title/Code/Pay Range Listing, Finance Manual, Drug and Alcohol Procedures Manual, and of HR Internal Controls.Knowledge of the Yakama Nation governmental organization.Knowledge and proficiency in computer use, specifically Microsoft Office products including, Word, Excel, Power Point, and Access.Knowledge of research techniques, including statistical analysis and data collection.Ability to analyze extreme personnel issues or situations and apply an effective course of action inaccordance with existing policies and procedures.Ability to remain flexible to changes in assignments or situations, priorities and handle frequent interruptions.Ability to work closely with all HR staff to ensure a positive work environment.Ability to establish and maintain effective working relationships with other department staff, supervisors/managers, elected officials, and the public.Ability to manage multiple complex projects and tasks with competing deadlines.Ability to communicate effectively, orally and in writing, with all levels of personnel including employees, supervisors, elected officials, etc.Ability to demonstrate a high degree of personal integrity and be able to maintain strict confidentiality.Ability to work independently and productively with minimal supervision.Ability to keep up to date with ongoing changes of computer software and HR related databases.Ability to keep abreast of current and changing HR trends and practices.Minimum Requirements:Bachelor's Degree in Human Resources Management, Business, Public Administration or related field.Three years of experience in a comparable position.Required to pass pre-employment drug test.Required to pass pre-employment background check.Must possess a valid Washington State Driver's License with the ability to obtain a Yakama Nation Driving permit.Must present a highly professional image and outstanding customer service to internal and external clients.Proven record of regular and punctual attendance;
